Although by EU law the Irish vote (53.4 percent said \u2018No\u2019 and 46.6 percent said \u2018Yes\u2019) should kill the treaty (because it requires unanimous approval to come into effect), European politicians will almost certainly find a way to keep it alive.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">One of the main objectives of the virtually unreadable treaty is to turn the EU into a \u201c<a href=\"http:\/\/www.brusselsjournal.com\/node\/2642\">global geopolitical actor<\/a>\u201d that can counterbalance the United States on the world stage. To achieve this, European elites say the EU needs to speak with \u201cone voice\u201d in international affairs. In this context, the new treaty is designed to create the job position of (an unelected) European president as well as a powerful European foreign minister. It would also establish a European diplomatic corps with European embassies and a European army.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">As many observers of European politics know, democracy does not come easy on a continent where European elites view themselves as an aristocracy entitled to rule over the ignorant masses. Indeed, the entire European social welfare state has been built upon the unspoken quid pro quo of \u201cbread and circuses\u201d (ie, the cradle-to-grave nanny state) for the general populace, in exchange for their loyal submission to the political and intellectual classes.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Thus it should come as no big surprise that the word \u2018No\u2019 does not exist in the European political lexicon. After voters in <a href=\"http:\/\/www.iht.com\/articles\/2005\/05\/29\/europe\/web.0529france.php\">France<\/a> and <a href=\"http:\/\/www.cnn.com\/2005\/WORLD\/europe\/06\/01\/dutch.poll\/index.html\">the Netherlands<\/a> rejected the European Constitution (of which the Lisbon Treaty is an almost exact replica) in 2005, European elites famously advised the miscreants to keep voting until they come up with the <a href=\"http:\/\/blogs.ft.com\/rachmanblog\/2008\/02\/ignoring-the-frhtml\/\">right answer<\/a>.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">So how about this time around? Will European politicians, who say they want to bring \u201cEurope\u201d closer to the people, accept the will of Irish voters?<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">What follows is a brief summary of comments made by select European leaders, both before and after the Irish referendum. It not only provides an explanation as to why Irish voters are turned off by the Lisbon Treaty, but it also sheds some light on the state of democracy in contemporary Europe.<\/span><\/p>\n<p class=\"MsoNormal\"><strong><em><span lang=\"EN-US\">Before the referendum:<\/span><\/em><\/strong><\/p>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Irish Prime Minister <a href=\"http:\/\/www.rte.ie\/news\/2008\/0512\/eulisbon.html\">Brian Cowen said<\/a> that it did not matter if people had not read the treaty (he had not read it either, he admitted) and did not understand it because they should trust their elected leaders.<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">French Foreign Minister <a href=\"http:\/\/www.guardian.co.uk\/world\/2008\/jun\/10\/eu.ireland\">Bernard Kouchner threatened<\/a> Irish voters if they failed to approve the treaty: \u201cThe first victims would be the Irish. They have benefited more than others,\u201d he warned.<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">French President <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?language=EN&amp;type=IM-PRESS&amp;reference=20071109IPR12787\">Nicolas Sarkozy said<\/a>: \u201cThere will be no treaty at all if we had a referendum in France.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?language=EN&amp;type=IM-PRESS&amp;reference=20071109IPR12787\">Sarkozy said<\/a>: \u201cWhen the people say \u2018No\u2019, we cannot say the people are wrong. We must ask why they said \u2018No\u2019.<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">German Chancellor <a href=\"http:\/\/euobserver.com\/9\/25284\">Angela Merkel said<\/a>: \u201cNaturally [the Lisbon Treaty] is still far from the clarity of our constitution on how powers are really delineated.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Former French President <a href=\"http:\/\/www.independent.co.uk\/opinion\/commentators\/valeacutery-giscard-destaing-the-eu-treaty-is-the-same-as-the-constitution-398286.html\">Val\u00e9ry Giscard d\u2019Estaing said<\/a>: \u201cThe difference between the original Constitution and the present Lisbon Treaty is one of approach, rather than content &#8230; the proposals in the original constitutional treaty are practically unchanged. They have simply been dispersed through old treaties in the form of amendments. Why this subtle change? Above all, to head off any threat of referenda by avoiding any form of constitutional vocabulary &#8230; But lift the lid and look in the toolbox: all the same innovative and effective tools are there, just as they were carefully crafted by the European Convention.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.telegraph.co.uk\/news\/worldnews\/1556175\/New-treaty-is-just-%27constitution-in-disguise%27.html\">D\u2019Estaing said<\/a>: \u201cPublic opinion will be led to adopt, without knowing it, the proposals that we dare not present to them directly &#8230; All the earlier proposals will be in the new text, but will be hidden and disguised in some way.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.lemonde.fr\/cgi-bin\/ACHATS\/acheter.cgi?offre=ARCHIVES&amp;type_item=ART_ARCH_30J&amp;objet_id=993865&amp;clef=ARC-TRK-G_01\">D\u2019Estaing said<\/a>: The approach \u201cis to keep a part of the innovations of the constitutional treaty and to split them into several texts in order to make them less visible. The most innovative dispositions would pass as simple amendments of the Maastricht and Nice treaties. The technical improvements would be gathered in an innocuous treaty. The whole would be addressed to Parliaments, which would decide with separate votes. The public opinion would therefore unknowingly adopt the dispositions that it would not accept if presented directly.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Irish Foreign Minister <a href=\"http:\/\/www.independent.ie\/national-news\/greens-forced-to-support-vote-on-eu-treaty-742940.html\">Dermot Ahern said<\/a>: \u201cThe substance of what was agreed in 2004 has been retained. Really, what is gone is the term \u2018constitution\u2019.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Luxembourg Prime Minister <a href=\"http:\/\/www.telegraph.co.uk\/news\/worldnews\/1556400\/%27Don%27t-tell-British-about-the-EU-treaty%27.html\">Jean-Claude Juncker said<\/a>: \u201cOf course there will be transfers of sovereignty. But would I be intelligent to draw the attention of public opinion to this fact?\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20601100&amp;sid=aOi0dSlt99lM\">Juncker said<\/a>: Fears connected with the treaty \u201cmost often stem from the fact that we use a language incomprehensible for ordinary people.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Belgian Foreign Minister <a href=\"http:\/\/www.brusselsjournal.com\/node\/2759\">Karel de Gucht said<\/a>: \u201cThe aim of the Constitutional Treaty was to be more readable; the aim of this [Lisbon] treaty is to be unreadable\u2026 The Constitution aimed to be clear, whereas this treaty had to be unclear. It is a success.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">European Commission President <a href=\"http:\/\/www.brusselsjournal.com\/node\/2244\">Jos\u00e9 Manuel Barroso said<\/a>: \u201cSometimes I like to compare the EU as a creation to the organization of empires. We have the dimension of Empire but there is a great difference. Empires were usually made with force with a center imposing diktat, a will on the others. Now what we have is the first non-imperial empire.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.volkskrant.nl\/buitenland\/article394412.ece\/Nee-stemmen_maakt_leven_moeilijker\">Barroso said<\/a>: \u201cIf a referendum had to be held on the creation of the European Community or the introduction of the euro, do you think these would have passed?\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.fd.nl\/nieuws\/dekrant\/\">Barroso said<\/a>: \u201cReferendums make the process of approval of European treaties much more complicated and less predictable\u2026every member state [considering a referendum should] think twice\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Spanish Prime Minister <a href=\"http:\/\/www.la-moncloa.es\/Presidente\/Intervenciones\/Sesionesparlamento\/prsp20070627.htm\">Jos\u00e9 Luis Rodr\u00edguez Zapatero said<\/a>: \u201cWe have not let a single substantial point of the Constitutional Treaty go&#8230;\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Italian President <a href=\"http:\/\/www.express.co.uk\/posts\/view\/10248\/Opponents+of+EU+treaty+accused+of+being+%27terrorists%27\">Giorgio Napolitano said<\/a>: \u201cThose who are anti-EU are terrorists. It is psychological terrorism to suggest the specter of a European superstate.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">A <a href=\"http:\/\/www.free-europe.org\/blog\/?itemid=437\">leaked February memo<\/a> from the British Embassy in Dublin, which summarized a briefing about Irish government thinking over the referendum, reported that Irish diplomats described Sarkozy as \u201ccompletely unpredictable\u201d. The memo emphasized that the campaign would not focus on the detail of the treaty because it was \u201clargely incomprehensible to the lay reader.\u201d The Irish government wanted to hold the referendum in October 2008, but decided on an earlier date because of \u201cthe risk of unhelpful developments during the [six-month rotating] <a href=\"http:\/\/www.timesonline.co.uk\/tol\/news\/world\/europe\/article4128806.ece\">French Presidency<\/a> [of the EU, which begins on July 1] \u2014 <a href=\"http:\/\/www.brusselsjournal.com\/node\/3208\">particularly related to EU defense<\/a> \u2014 were just too great\u201d and might alienate Irish voters.<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.timesonline.co.uk\/tol\/news\/world\/europe\/article4129056.ece\">Irish officials said<\/a> they wanted \u201ca helpful, low-profile\u201d role from European officials in Brussels before the referendum on anything which might damage support for a \u2018Yes\u2019 vote. European Commission Vice President Margot Wallstrom allegedly told Ahern that she was \u201cwilling to tone down or delay messages that might be unhelpful.\u201d<\/span><\/li>\n<\/ul>\n<p class=\"MsoNormal\"><strong><em><span lang=\"EN-US\">After the referendum:<\/span><\/em><\/strong><\/p>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/ec.europa.eu\/commission_barroso\/president\/pdf\/statement_20080613.pdf\">Barroso said<\/a> he had spoken to Cowen and agreed with him that the \u2018No\u2019 vote was not a vote against the EU. \u201cIreland remains committed to a strong Europe,\u201d he said. \u201cThe treaty is alive. Ratifications [in other EU member states] should continue to take their course.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Slovenian Prime Minister <a href=\"http:\/\/www.iht.com\/articles\/ap\/2008\/06\/13\/europe\/EU-POL-EU-Ireland-Treaty.php\">Janez Jan\u0161a<\/a>, whose country currently holds the EU\u2019s rotating presidency, said: \u201cI will invite the Irish prime minister to explain the reasons for the rejection of the treaty by the Irish people.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Finnish Foreign Minister <a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20601087&amp;sid=aXufBosVj2c8&amp;refer=home\">Alexander Stubb said<\/a>: \u201cThe treaty is not dead.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Polish Prime Minister <a href=\"http:\/\/news.bbc.co.uk\/2\/hi\/europe\/7453567.stm\">Donald Tusk said<\/a>: \u201cWe shall effectively look for ways to ensure it [the Lisbon Treaty] comes into force. Irrespective of the results of the referendum in Ireland \u2026 Europe will find a way of implementing this treaty.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\"><a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20601085&amp;sid=a3BeZ7Yy21Tk&amp;refer=europe\">Juncker said<\/a>: \u201cThis vote doesn\u2019t resolve any of the European problems; it almost makes every European problem bigger. It was a bad choice for Europe.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">Sarkozy and Merkel issued <a href=\"http:\/\/www.monstersandcritics.com\/news\/europe\/news\/article_1411115.php\/Sarkozy_Merkel_want_treaty_ratification_process_to_go_on__Roundup_\">a joint statement<\/a> saying they \u201chope that the other member states will continue the process of ratification.\u201d<\/span><\/li>\n<\/ul>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"MsoNormal\"><span lang=\"EN-US\">German Foreign Minister <a href=\"http:\/\/uk.news.yahoo.com\/rtrs\/20080613\/tpl-uk-eu-ireland-germany-43a8d4f_2.html\">Frank-Walter Steinmeier<\/a> said: \u201cThe ratification process must continue.
