{"id":5121,"date":"2014-02-06T21:47:31","date_gmt":"2014-02-06T20:47:31","guid":{"rendered":"http:\/\/soerenkern.com\/?p=5121"},"modified":"2014-05-01T22:27:16","modified_gmt":"2014-05-01T21:27:16","slug":"germany-aiming-become-muslim-friendly","status":"publish","type":"post","link":"https:\/\/soerenkern.com\/web\/2014\/02\/06\/germany-aiming-become-muslim-friendly\/","title":{"rendered":"Germany Aiming to Become More Muslim Friendly"},"content":{"rendered":"<p><a href=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/bundespraesident-gauck.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-5126\" src=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/bundespraesident-gauck.jpg\" alt=\"bundespraesident-gauck\" width=\"860\" height=\"484\" srcset=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/bundespraesident-gauck.jpg 860w, https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/bundespraesident-gauck-300x168.jpg 300w\" sizes=\"auto, (max-width: 860px) 100vw, 860px\" \/><\/a><\/p>\n<p><em>The German government plans to change German immigration laws to make it easier for Muslim immigrants to obtain dual-citizenship and thus to maintain their religious and cultural links to their countries of origin.<\/em><!--more--><\/p>\n<p><strong>Germany Aiming to Become More Muslim Friendly<\/strong><\/p>\n<p>Soeren Kern | <a title=\"Germany Aiming to Become More Muslim Friendly\" href=\"http:\/\/www.gatestoneinstitute.org\/4155\/germany-muslim-friendly\" target=\"_blank\">Gatestone Institute<\/a> | February 6, 2014<\/p>\n<p>Germany\u2019s new coalition government is signaling that it wants better relations with the country\u2019s Muslim community.<\/p>\n<p>In a series of newspaper, television and radio interviews, Thomas de Maizi\u00e8re\u2014who was recently sworn in as Germany\u2019s new interior minister\u2014has announced a series of pro-Muslim initiatives apparently designed to defuse escalating tensions between Muslims and non-Muslims there.<\/p>\n<p>Among other policy initiatives, Maizi\u00e8re says the government plans to change German immigration laws to make it easier for Muslim immigrants to obtain dual-citizenship and thus to maintain their religious and cultural links to their countries of origin.<\/p>\n<p>Maizi\u00e8re also says he intends to give Muslims more say in setting the agenda of the government\u2019s ongoing dialogue with the Islamic umbrella groups that represent the estimated 4.5 million Muslims now living in the country.<\/p>\n<p>While focusing his energy on expanding the rights of Muslims in Germany, Maizi\u00e8re has been largely silent about the responsibility of Muslim immigrants to take measures to integrate better into German society.<\/p>\n<p>Muslims have been quick to respond to Maizi\u00e8re\u2019s multicultural concessions. They have issued a list of demands that include the official recognition of Muslim holidays in Germany, as well as the installation of Muslim clerics in German hospitals, nursing homes, prisons and military units.<\/p>\n<p>Maizi\u00e8re\u2019s outreach to Muslims stems from a 185-page <a href=\"http:\/\/www.tagesschau.de\/inland\/koalitionsvertrag136.pdf\" target=\"_blank\">coalition deal<\/a> between Germany\u2019s two largest parties.<\/p>\n<p>Chancellor Angela Merkel\u2019s Christian Democrats (CDU) and their Bavarian sister party, the Christian Social Union (CSU), won the general election on September 22, 2013, but fell short of a majority. They needed a partner and\u2014after five weeks of negotiations\u2014Merkel\u2019s conservatives reached an agreement with the rival Social Democrats (SPD) on a program for a new coalition government. The new \u201cgrand coalition\u201d government was <a href=\"http:\/\/www.spiegel.de\/international\/germany\/german-parliament-votes-chancellor-merkel-into-third-term-a-939586.html\" target=\"_blank\">inaugurated<\/a> on December 17, 2013.<\/p>\n<p>The coalition agreement includes a series of concessions Merkel made to the SPD, including a pledge to offer dual citizenship to Muslims in Germany. More specifically, the agreement states that the so-called <a href=\"http:\/\/online.wsj.com\/news\/articles\/SB10001424052702303332904579223591691471628\" target=\"_blank\">option model<\/a>\u2014which grants automatic German citizenship until the age of 23 to anyone born in the country; after which time the children of foreign nationals must choose either German citizenship or that of their parents\u2014will be abolished.<\/p>\n<p>The new regulation will allow people from migrant backgrounds who were born and raised in Germany to be able to apply for dual citizenship, a significant concession to Germany\u2019s 3.5 million-strong Turkish population, which forms the largest ethnic minority in the country.<\/p>\n<p><a href=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/muslims-in-germany-stresemann.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-5123\" src=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/muslims-in-germany-stresemann-300x283.png\" alt=\"muslims in germany stresemann\" width=\"300\" height=\"283\" srcset=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/muslims-in-germany-stresemann-300x283.png 300w, https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/muslims-in-germany-stresemann.png 800w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The center-right CDU\/CSU have long opposed dual nationality over fears it could lead to divided loyalties. But the center-left SPD\u2014which insisted there would be no coalition deal without the right to dual citizenship\u2014has argued that forcing young people to choose their nationality leads to an identity conflict. The reform would presumably also help the SPD\u2019s popularity with Muslim voters in future elections.<\/p>\n<p>In a wide-ranging interview with the Istanbul-based newspaper <em>H\u00fcrriyet<\/em> on January 25 (German translation <a href=\"http:\/\/www.bmi.bund.de\/SharedDocs\/Kurzmeldungen\/DE\/2014\/01\/hurriyet-interview.html\" target=\"_blank\">here<\/a>), Maizi\u00e8re (CDU) elaborated on the government\u2019s plans:<\/p>\n<p>The new government has a big plan. We want new regulations for dual citizenship. It involves people who were born and raised in Germany and have two nationalities. This directly applies to more than half a million people. Of these, there are very many whose parents are from Turkey.<\/p>\n<p>It was not entirely wrong for the previous arrangements to require that at a certain age a decision for the German nationality should be taken. But we have seen that this leads to conflicts. In the families, between parents and adolescents, many mothers and fathers feel that a decision by an 18-year-old to choose Germany is directed <em>against<\/em> the parents rather than as a decision <em>for<\/em> Germany.<\/p>\n<p>To resolve these conflicts and problems, we want to change the law so that children who are born and raised in Germany to foreign parents will no longer have to decide between their German and their other nationality. This bill will be one of the first that I will present.<\/p>\n<p>The compromise on dual nationality was fiercely resisted by many conservatives, including Maizi\u00e8re\u2019s immediate predecessor, former Interior Minister Hans-Peter Friedrich.<\/p>\n<p>In an <a href=\"http:\/\/www.merkur-online.de\/aktuelles\/politik\/friedrich-bleibt-nein-doppel-pass-zr-3203679.html\" target=\"_blank\">interview<\/a> with the <em>M\u00fcnchner Merkur<\/em>, Friedrich, a member of the CSU and a well-known hardliner on immigration and security issues, said the SPD\u2019s proposal threatens Germany\u2019s very integrity:<\/p>\n<p>If we give millions of people dual citizenship, which they will hand down to their descendants, we are building a permanent Turkish minority in Germany. That means a long-term change in the identity of German society. I am against it\u2026At some point you have to decide. It is not unreasonable to demand that one choose Germany as his new home. This does not mean a person has to forget his or her roots.<\/p>\n<p>But Aydan \u00d6zoguz, a German politician of Turkish descent who led the SPD\u2019s coalition negotiations with the CDU over the dual nationality issue, says that rather than promote the perpetuation of a parallel Muslim society in Germany, dual citizenship will promote integration.<\/p>\n<p>\u00d6zoguz <a href=\"http:\/\/www.welt.de\/politik\/deutschland\/article124229785\/Die-SPD-will-den-Doppelpass-ausweiten.html\" target=\"_blank\">also says<\/a> the agreed-upon condition\u2014that individuals eligible for dual citizenship must be both born <em>and<\/em> raised in Germany\u2014is too restrictive. She says the coalition agreement should be renegotiated and expanded so that anyone <em>born<\/em> in Germany\u2014regardless of whether they were raised in the country or speak any German\u2014should be given German citizenship. This would open the door to potentially millions of new Turkish-German dual citizens, regardless of age.<\/p>\n<p>Representatives of the Turkish community in Germany are <a href=\"http:\/\/www.todayszaman.com\/news-332560-.html\" target=\"_blank\">demanding even more<\/a> concessions. They want to see dual citizenship for all foreign <em>residents<\/em> in Germany, regardless of whether they were born or raised in Germany. This would include the more than one million immigrants living permanently in Germany who cannot speak German.<\/p>\n<p>In any event, the debate over dual citizenship in Germany is far from resolved, and it appears as though the CDU is losing control over the outcome to the multiculturalists within the SPD.<\/p>\n<p>Meanwhile, Maizi\u00e8re says Muslims should have a greater say in setting the agenda for the annual <a href=\"http:\/\/www.deutsche-islam-konferenz.de\/DIK\/DE\/Startseite\/startseite-node.html\" target=\"_blank\">German Islam Conference<\/a>. Launched by former Interior Minister Wolfgang Sch\u00e4uble in 2006, the conference has been billed as the \u201ccentral forum for dialogue\u201d between German politicians and representatives of the more than four million Muslims living in Germany.<\/p>\n<p>The stated aim of the annual event\u2014where Muslim organizations and individuals are invited to sit at the table with representatives from federal, state and local government\u2014is to promote Muslim integration into German society.<\/p>\n<p>But in recent years, Muslims have been angered by the German government\u2019s efforts to enlist the support and cooperation of Muslims at the conference to help in the fight against the radicalization of young Muslims in Germany.<\/p>\n<p>The <a href=\"http:\/\/www.gatestoneinstitute.org\/3036\/german-islam-conference\" target=\"_blank\">seventh annual German Islam Conference<\/a>, for example, held in April 2012, was supposed to be focused on finding ways to deal with the spiraling rates of forced marriages and domestic violence among Muslims in Germany.<\/p>\n<p><a href=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/lies-koran.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-5127\" src=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/lies-koran-300x168.jpg\" alt=\"lies koran\" width=\"300\" height=\"168\" srcset=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/lies-koran-300x168.jpg 300w, https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/lies-koran.jpg 800w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The main topic for discussion at the conference, however, was not on the official agenda: the unprecedented <a href=\"http:\/\/www.gatestoneinstitute.org\/3007\/germany-koran\" target=\"_blank\">nationwide campaign<\/a> by Islamic radicals to distribute 25 million free copies of the Koran\u2014\u201cA Koran in Every Home\u201d\u2014with the stated aim of converting millions of Germans to Islam.<\/p>\n<p>German authorities view the Koran project as a recruiting campaign for radical Islam. Security analysts say the campaign is also a public-relations gimmick intended to persuade Germans that the Salafists\u2014who want to implement Islamic Sharia law in Germany\u2014are transparent and \u201ccitizen friendly.\u201d<\/p>\n<p>Former Interior Minister Hans-Peter Friedrich opened the one-day conference by declaring that Islamic extremism has no place in Germany. \u201cWe all agree that Salafist extremism is not acceptable and does not work in a free society, as we have in Germany,\u201d he insisted. \u201cReligion must not be abused in an ideological bid for power.\u201d<\/p>\n<p>Friedrich urged Muslim representatives attending the conference to join him in condemning the Salafists, but Muslims declined to meet him even half way. Instead, they dismissed fears over the Salafists as \u201chysterical\u201d and \u201cmisguided.\u201d<\/p>\n<p>The chairman of the Turkish Community in Germany, Kenan Kolat, personally intervened to prevent the Salafist issue from becoming part of the official conference agenda. In an <a href=\"http:\/\/www.rp-online.de\/politik\/deutschland\/tuerkische-gemeinde-warnt-vor-hysterischer-debatte-aid-1.2796568\" target=\"_blank\">interview<\/a> with the newspaper <em>Rheinische Post<\/em>, Kolat justified his action by saying, \u201cA hysterical debate is not helpful.\u201d<\/p>\n<p>The chairman of the German Islamic Council, Ali Kizilkaya, told <a href=\"http:\/\/www.deutschlandradio.de\/islamkonferenz-beraet-ueber-salafisten.331.de.html?dram:article_id=205379\" target=\"_blank\">German public radio<\/a> that non-Muslims were engaged in \u201ca panicked discussion\u201d about the Salafist campaign. He insisted: \u201cIt is definitely not the spirit of the Koran to foment unrest in society.\u201d<\/p>\n<p>Muslims were equally unwilling to discuss the main item on the official conference agenda: \u201cGender Equality as a Common Value.\u201d Conference attendees refused even to acknowledge that there might be any connection between Islam and forced marriage.<\/p>\n<p>German officials were left trying to put the best spin on the event, which ended without a joint press conference because of lingering Muslim pique at the \u201coffensive\u201d comments that were uttered at the press conference ending the event in 2011.<\/p>\n<p><a href=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/muslims-germany.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-5133\" src=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/muslims-germany-300x230.png\" alt=\"muslims germany\" width=\"300\" height=\"230\" srcset=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/muslims-germany-300x230.png 300w, https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/02\/muslims-germany.png 858w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The <a href=\"http:\/\/www.gatestoneinstitute.org\/3715\/germany-islam-christianity\" target=\"_blank\">eighth annual German Islam Conference<\/a>, held in May 2013, also ended in failure when Friedrich wanted find ways the government could work together with moderate Muslims in Germany to combat Islamism and extremism.<\/p>\n<p>Muslims attending the gathering were offended by the insinuation that Islam could be radical or violent, and demanded instead that the German government take steps to make \u201cIslam equal to Christianity\u201d in Germany.<\/p>\n<p>The director of inter-religious dialogue at the <a href=\"http:\/\/www.ditib.de\/\" target=\"_blank\">Turkish-Islamic Union for Islamic Affairs<\/a> (DITIB), Bekir Alboga, <a href=\"http:\/\/www.handelsblatt.com\/politik\/deutschland\/verbaende-und-minister-kritik-an-extremismus-fokus-bei-islamkonferenz\/8174074.html\" target=\"_blank\">complained<\/a> that Friedrich had rendered the German Islam Conference \u201cpointless\u201d by bringing \u201csecurity policy themes too far to the fore.\u201d Alboga said the conference \u201cmakes no more sense in its current form. I do not see any genuine partnership.\u201d<\/p>\n<p>In a <a href=\"http:\/\/www.ditib.de\/detail_pos1.php?id=7&amp;lang=de\" target=\"_blank\">speech<\/a> he delivered at the conference, Alboga accused Germany of promoting \u201cextremism and radicalization\u201d by not doing enough to stop \u201cIslamophobia.\u201d<\/p>\n<p>Later, in an <a href=\"http:\/\/www.dw.de\/german-islam-conference-struggles-to-redefine-its-role\/a-16796741\" target=\"_blank\">interview<\/a> with the German news agency Deutsche Welle, Alboga said he was hoping that German Chancellor Angela Merkel would be defeated in the federal elections so that the Muslim-German dialogue could continue in a more positive way with a new government led by the more Muslim-friendly Social Democrats. \u201cI yearn for a real partnership,\u201d he said.<\/p>\n<p>It should be noted that Alboga\u2019s DITIB is a branch of the Turkish government, which controls over 900 mosques in Germany. Turkish Prime Minister Recep Tayyip Erdogan has long used DITIB to <a href=\"http:\/\/www.gatestoneinstitute.org\/2768\/germany-islamic-centers\" target=\"_blank\">dissuade Turkish immigrants<\/a> from integrating into German society.<\/p>\n<p>Alboga\u2019s complaints were echoed by the Secretary-General of the <a href=\"http:\/\/zentralrat.de\/\" target=\"_blank\">Central Council of Muslims in Germany<\/a>, Aiman Mazyek, who said the Islam conference \u201curgently needs a general overhaul\u201d because it is not a \u201cdialogue among equals.\u201d<\/p>\n<p>Kolat, the head of Germany\u2019s Turkish Community, <a href=\"http:\/\/www.tgd.de\/\" target=\"_blank\">called<\/a> on the German government to create a new Integration Ministry that would take responsibility for organizing the German Islam Conference away from the Interior Ministry.<\/p>\n<p>Maizi\u00e8re now appears resigned to concede the debate. In an <a href=\"http:\/\/www.faz.net\/aktuell\/politik\/bundesinnenminister-de-maiziere-islamkonferenz-nicht-mehr-in-der-alten-form-12762180.html\" target=\"_blank\">interview<\/a> with the German newspaper <em>Frankfurter Allgemeine<\/em> on January 21, he said the German Islam Conference should redefine its role and that he would personally meet with the heads of Islamic groups in Germany to discuss their expectations from the conference.<\/p>\n<p>Muslim groups responded by <a href=\"http:\/\/www.welt.de\/politik\/deutschland\/article124226475\/Tuerkische-Gemeinde-fordert-muslimischen-Feiertag.html\" target=\"_blank\">demanding<\/a> that the German government officially recognize legal Muslim holidays in Germany, beginning with the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Eid_al-Adha\" target=\"_blank\">Eid al-Adha<\/a>, the feast of sacrifice. In practice, this would require all federal, state and local government offices in Germany, as well as all non-Muslim German businesses, schools and stores, to be closed in observance of a Muslim religious festival.<\/p>\n<p>Islamic groups have also called on the government establish Islam on the same footing as Christianity in Germany. As a first step, they said, Muslim chaplains should be placed in all public institutions in the country. In addition, prisons, hospitals and nursing homes should begin serving halal foods that are prepared according to Islamic dietary guidelines. \u201cThis would be an important signal to the Muslim population,\u201d Kolat <a href=\"http:\/\/www.welt.de\/politik\/deutschland\/article124226475\/Tuerkische-Gemeinde-fordert-muslimischen-Feiertag.html\" target=\"_blank\">said<\/a> in Berlin.<\/p>\n<p>In his <a href=\"http:\/\/www.bmi.bund.de\/SharedDocs\/Kurzmeldungen\/DE\/2014\/01\/hurriyet-interview.html\" target=\"_blank\">interview<\/a> with the Turkish newspaper <em>H\u00fcrriyet<\/em>, Maizi\u00e8re was asked if Islam belongs to Germany. The interviewer was referring the <a href=\"http:\/\/www.bundespraesident.de\/SharedDocs\/Reden\/DE\/Christian-Wulff\/Reden\/2010\/10\/20101003_Rede.html\" target=\"_blank\">declaration<\/a> by former German President Christian Wulff\u2014during a keynote speech to mark the 20th anniversary of German reunification in October 2010\u2014that \u201cIslam belongs in Germany.\u201d Wulff\u2019s comments set off a debate about the role of Islam in Germany that still continues.<\/p>\n<p>Maizi\u00e8re responded: \u201cWhat is meant by \u2018Islam\u2019? My understanding of the Islamic religion is that the individual Muslim is strong. That is why I would rather talk about Muslims in Germany. Muslims belong to Germany. This is a sentence that is more focused towards people. Towards people of faith, who educate their children religiously, and who live side-by-side with us in society.
