{"id":5129,"date":"2014-02-12T22:09:38","date_gmt":"2014-02-12T21:09:38","guid":{"rendered":"http:\/\/soerenkern.com\/?p=5129"},"modified":"2014-05-01T22:20:46","modified_gmt":"2014-05-01T21:20:46","slug":"spain-sephardic-jews-welcome-backmaybe","status":"publish","type":"post","link":"https:\/\/soerenkern.com\/web\/2014\/02\/12\/spain-sephardic-jews-welcome-backmaybe\/","title":{"rendered":"Spain: Sephardic Jews are Welcome Back\u2026Maybe"},"content":{"rendered":"<p><a href=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/sephardic-migrations.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-5130\" src=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/sephardic-migrations.jpg\" alt=\"sephardic migrations\" width=\"815\" height=\"562\" srcset=\"https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/sephardic-migrations.jpg 815w, https:\/\/soerenkern.com\/web\/wp-content\/uploads\/2014\/05\/sephardic-migrations-300x206.jpg 300w\" sizes=\"auto, (max-width: 815px) 100vw, 815px\" \/><\/a><\/p>\n<p><em>The reform permitting dual citizenship could result in the granting of Spanish nationality\u2014on a case-by-case basis\u2014to up to 3.5 million residents of countries where many Sephardic Jews eventually settled, including Israel, France, Turkey and the United States, as well as those in Latin America.<\/em><!--more--><\/p>\n<p><strong>Spain: Sephardic Jews are Welcome Back\u2026Maybe<\/strong><\/p>\n<p>Soeren Kern | <a title=\"Spain: Sephardic Jews are Welcome Back...Maybe\" href=\"http:\/\/www.gatestoneinstitute.org\/4168\/spain-citizenship-sephardic-jews\" target=\"_blank\">Gatestone Institute<\/a> | February 12, 2014<\/p>\n<p>The Spanish government has approved a law that would allow descendants of Sephardic Jews expelled from the country in 1492 to seek Spanish nationality without requiring them to relinquish their citizenships in other countries.<\/p>\n<p>The new law\u2014which was <a href=\"http:\/\/www.lamoncloa.gob.es\/ConsejodeMinistros\/Referencias\/_2014\/refc20140207.htm#Nacionalidad\" target=\"_blank\">approved<\/a> by the Spanish cabinet on February 7 and still needs to be ratified by the Spanish Parliament\u2014amends a previous initiative, announced in 2012, that granted Spanish citizenship to Sephardic Jews who were eligible for it, but did not allow most of them to retain other citizenships.<\/p>\n<p>Spanish law normally allows dual citizenship only for people from neighboring Andorra or Portugal or former colonies such as those in Latin America and elsewhere.<\/p>\n<p>The reform permitting dual citizenship could result in the granting of Spanish nationality\u2014on a case-by-case basis\u2014to up to 3.5 million residents of countries where many Sephardic Jews eventually settled, including Israel, France, Turkey and the United States, as well as those in Latin America.<\/p>\n<p>The so-called Right of Return for Sephardic Jews (Sefarad means Spain in Hebrew) was <a href=\"http:\/\/www.abc.es\/sociedad\/20121122\/abci-sefardies-nacionalidad-gobierno-201211221220.html\" target=\"_blank\">first announced<\/a> in November 2012. From the beginning, however, the <a href=\"http:\/\/www.exteriores.gob.es\/Consulados\/LIMA\/es\/ServiciosConsulares\/Documents\/SCLima\/Adquisicion_Nacionalidad_Sefardies.pdf\" target=\"_blank\">application process<\/a> has been stalled by confusion over how to interpret certain parts of the law, as well as by countless bureaucratic snafus.<\/p>\n<p>For example, Spain\u2019s initial offer was understood to apply only to those who identify themselves as Jewish. It was not understood to apply to Sephardic anousim (anousim means \u201ccoerced\u201d in Hebrew), the descendants of Jews who were compelled by the Spanish Inquisition to convert to Roman Catholicism (they are sometimes also called crypto-Jews or Marranos, which means swine in Spanish). It was also <a href=\"http:\/\/www.nytimes.com\/2012\/12\/09\/sunday-review\/a-tepid-welcome-back-for-spanish-jews.html\" target=\"_blank\">understood<\/a> that secular anousim were to seek religious training and undergo formal conversion to Judaism before being able to obtain Spanish citizenship.<\/p>\n<p>But at a <a href=\"http:\/\/www.lamoncloa.gob.es\/ConsejodeMinistros\/Resumenes\/2014\/070214-consejo.htm?galv2r=2\" target=\"_blank\">press conference<\/a> in Madrid on February 7, Spanish Justice Minister Alberto Ruiz-Gallard\u00f3n said applicants do not have to be Jewish, that anyone of Sephardic heritage regardless of their current religion and\/or beliefs can also apply for Spanish citizenship under the new law.<\/p>\n<p>The law also states that prospective applicants must prove their Sephardic background through their ancestry, surnames or language and obtain a certificate from the <a href=\"http:\/\/www.fcje.org\/\" target=\"_blank\">Federation of Jewish Communities in Spain<\/a> (FCJE). But the FCJE says on its <a href=\"http:\/\/www.fcje.org\/\" target=\"_blank\">website<\/a> that it will not issue any certifications until the criteria and requirements of the law are more clearly understood.<\/p>\n<p>Adding to the frustration, many applicants have been <a href=\"http:\/\/www.nytimes.com\/2013\/05\/20\/world\/europe\/many-of-spains-sephardic-jews-still-waiting-for-citizenship.html?_r=0\" target=\"_blank\">unable to receive<\/a> accurate information or assistance from authorities in Madrid and Spanish diplomats overseas.<\/p>\n<p>The end result is that since Spain first announced the citizenship initiative more than one year ago, the Justice Ministry has granted citizenship to fewer than 100 Sephardic Jews, all of whom had already filed applications under existing naturalization rules that were in effect before the new law was promulgated.<\/p>\n<p>Ruiz-Gallard\u00f3n said the new measure will ease the bureaucratic hoops involved in obtaining Spanish citizenship. He also said the move will \u201ccorrect an historic error\u201d and that Spain owes the Sephardic community a debt for spreading the Spanish language and culture around the world.<\/p>\n<p>\u201cThe law we have passed today has a deep historic meaning: not only because it concerns events in our past for which we should not be proud, like the decree to expel the Jews in 1492, but also because it reflects the reality of Spain as an open and plural society,\u201d Gallard\u00f3n said.<\/p>\n<p>But the justice minister did not say when the law on dual citizenship would go up for a vote by lawmakers at the Congress of Deputies, the lower house of the Spanish Parliament.<\/p>\n<p>Spanish political commentators have been speculating about both the motive and the timing behind the government\u2019s dual citizenship initiative.<\/p>\n<p>Just one week after announcing the Right of Return for Sephardic Jews, Madrid voted in favor of upgrading the status of the Palestinian Authority at the United Nations. The vote angered the Israeli government and some Spanish analysts have <a href=\"http:\/\/www.elcorreo.com\/vizcaya\/v\/20121122\/politica\/judos-sefardes-tendrn-nacionalidad-20121122.html\" target=\"_blank\">speculated<\/a> that Spain\u2019s citizenship measure is nothing less and nothing more than a \u201cwink\u201d (gui\u00f1o) to appease Jerusalem.<\/p>\n<p>To be sure, the Spain-Israel relationship has been strained ever since formal diplomatic relations were established in January 1986. Spain consistently ranks as one of the most anti-Semitic countries in Europe, according the FCJE and other watchdog groups that have <a href=\"http:\/\/observatorioantisemitismo.fcje.org\/\" target=\"_blank\">documented<\/a> a steady rise of anti-Semitic attacks on Jewish persons and property in the country.<\/p>\n<p>Spanish anti-Semitism is also reflected in opinion polls, which consistently show that large numbers of Spanish people do not like Jews. For example, a <a href=\"http:\/\/pewglobal.org\/files\/pdf\/262.pdf\" target=\"_blank\">poll<\/a> by the Pew Research Center found that nearly half of all Spaniards have negative views of Jews; Spain was the only country in Europe where negative views of Jews outweighed positive views.<\/p>\n<p>Bilateral relations reached a <a href=\"http:\/\/pjmedia.com\/blog\/spains-jewish-problem\/?singlepage=true\" target=\"_blank\">low point<\/a> during 2004-2011, when Socialist Prime Minister Jos\u00e9 Luis Rodr\u00edguez Zapatero\u2014who made no secret of his disdain for Zionism, and who took pride in his anti-Israel and anti-Jewish outbursts\u2014was in power.<\/p>\n<p>Between 2009 and 2011 alone, the Zapatero government funneled more than \u20ac15 million ($20 million) of Spanish taxpayer funds to Palestinian and Spanish NGOs that are among the leaders in ideological campaigns to delegitimize Israel via boycotts, divestments and sanctions, lawfare and other forms of demonization, according to a <a href=\"http:\/\/www.ngo-monitor.org\/spain.pdf\" target=\"_blank\">recent report<\/a>.<\/p>\n<p>Hopes that the center-right government of Mariano Rajoy\u2014who assumed office in December 2011\u2014would put the Madrid-Jerusalem relationship on a more even keel (<a href=\"http:\/\/www.thejc.com\/comment-and-debate\/analysis\/59337\/new-dawn-spain-israel\" target=\"_blank\">here<\/a>, <a href=\"http:\/\/www.jpost.com\/Opinion\/Op-Ed-Contributors\/Spain-our-new-amigo\" target=\"_blank\">here<\/a> and <a href=\"http:\/\/www.jpost.com\/Defense\/Jlem-wont-mourn-Spains-socialists-loss-of-power\" target=\"_blank\">here<\/a>) have been dashed by a steady stream of anti-Israel rhetoric emanating from the Spanish Foreign Ministry, led by Jos\u00e9 Manuel Garc\u00eda-Margallo.<\/p>\n<p>In March 2013, Garc\u00eda-Margallo <a href=\"http:\/\/www.boe.es\/boe\/dias\/2013\/04\/01\/pdfs\/BOE-A-2013-3453.pdf\" target=\"_blank\">announced plans<\/a> to open a Spanish consulate in Gaza, accredited to Hamas. But he sheepishly <a href=\"http:\/\/www.rtve.es\/noticias\/20130423\/espana-congela-decision-abrir-oficina-consular-honoraria-gaza\/647420.shtml\" target=\"_blank\">backed down<\/a> after learning that the EU classifies Hamas as a terrorist organization, and that his plan would have established Spain as the only EU country with a consulate in Gaza.<\/p>\n<p>More recently, the Israeli Foreign Ministry <a href=\"http:\/\/www.eldiario.es\/politica\/Israel-embajadores-Espana-UE-protestar_0_219078514.html\" target=\"_blank\">summoned<\/a> the Spanish ambassador (plus those of Britain, France and Italy) to protest his \u201cperpetual one-sided stance\u201d vis-\u00e0-vis the Palestinians. At a press conference later that same day, Israeli Prime Minister Benjamin Netanyahu said it was \u201ctime to stop this hypocrisy\u201d and \u201cinject some balance and fairness to this discussion.\u201d<\/p>\n<p>\u201cThe EU calls our ambassadors in because of the construction of a few houses? When did the EU call in the Palestinian ambassadors about incitement that calls for Israel\u2019s destruction?\u201d Netanyahu said.<\/p>\n<p>Others say the Rajoy government is seeking to attract Jews as a way help remedy Spain\u2019s economic problems, which rank among the most intractable in the European Union.<\/p>\n<p>Just days before welcoming Sephardic Jews back to Spain, the government announced it would <a href=\"http:\/\/www.abc.es\/espana\/20121119\/abci-residencia-extranjeros-vivienda-201211191105.html\" target=\"_blank\">offer residency permits<\/a> (the equivalent of a US green card) to foreigners who buy houses priced at more than 160,000 euros ($220,000) in an effort to revive a collapsed real estate market.<\/p>\n<p>\u201cThe Sephardic Diaspora can be viewed as a large pool with the potential to benefit the economies of Spain and Portugal, provided that pool can be drawn to visit, settle and invest,\u201d said Michael Freund, the chairman of <a href=\"https:\/\/www.facebook.com\/ShaveiIsrael\" target=\"_blank\">Shavei Israel<\/a> (which means \u201cthose who return to Israel\u201d in Hebrew), an organization that reaches out to descendants of Jews around the world to strengthen their connection with Israel and the Jewish people.<\/p>\n<p>\u201cFive centuries ago, the expulsion happened partly because the Iberian rulers wanted the Jews\u2019 assets,\u201d Freund <a href=\"http:\/\/www.timesofisrael.com\/portugal-becomes-2nd-country-after-israel-with-a-jewish-law-of-return\/\" target=\"_blank\">said in an interview<\/a> with the <em>Times of Israel<\/em>. \u201cNow we see efforts to welcome back the Jews partly for the same reason.\u201d<\/p>\n<p>The Spanish government has not said how many people it expects will apply for citizenship under the new law. It is estimated that there are more than three million Sephardic Jews around the world today. Most live in Israel, the United States, Belgium, France, Greece and Turkey, but there are also sizeable communities in Latin America, especially in Argentina, Brazil, Chile, Costa Rica, Mexico and Venezuela.<\/p>\n<p>Spain has one of the smallest Jewish communities in the European Union. Fewer than 50,000 Jews currently live in Spain\u2014out of a total Spanish population of 47 million\u2014a tiny fraction of the number of Jews who lived in the country before 1492, when Jews were forced to convert to Roman Catholicism or leave the country.<\/p>\n<p>The Edict of Expulsion was issued on March 31, 1492 by the Catholic Monarchs of Spain (Isabella I of Castile and Ferdinand II of Aragon). Also known as the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Alhambra_Decree\" target=\"_blank\">Alhambra Decree<\/a>, the edict ordered Jews to leave the Kingdoms of Castile and Aragon, and their territories and possessions, by July 31 of that same year.<\/p>\n<p>Up to 400,000 Jews are believed to have left Spain as a result of the decree, although the real number is in dispute due to the paucity of accurate data. The Jesuit historian <a href=\"http:\/\/en.wikipedia.org\/wiki\/Juan_de_Mariana\" target=\"_blank\">Juan de Mariana<\/a> (1536-1624), in his magnum opus <a href=\"http:\/\/www.amazon.com\/Historia-Hispaniae-Triginta-Volume-Edition\/dp\/1271454149\" target=\"_blank\">Historiae de rebus Hispaniae<\/a> (1592), a history of Spain from its earliest times, put the figure at 170,000 families or 800,000 Jews, while many modern scholars believe the true figure was more likely around 350,000.<\/p>\n<p>Scholars also estimate that the number of Jews who chose to avoid expulsion by converting to Roman Catholicism ranged anywhere from 50,000 to more than 300,000.
