EU Promotes Islamist Group, Subverts French Secularism<\/h2>\n

The European Union is promoting and funding an Islamist youth organization known for fueling grievances among young Muslims in France, the scene of numerous jihadist attacks in recent years.<\/p>\n

On August 12, the European Commission, the EU\u2019s administrative arm, released<\/a> a video to mark International Youth Day, an annual awareness day established by the United Nations in 2019. The video<\/a>, in which European Commission President Ursula von der Leyen highlighted contributions by European youth associations in fields such as culture and society, included<\/a> a tribute to the Forum of European Muslim Youth and Student Organizations (FEMYSO), an influential Islamist group that is actively opposed to European laws that enforce secularism.<\/p>\n

FEMYSO, which has\u00a0received<\/a><\/span>\u00a0more than \u20ac200,000 from the European Union since 2007, has aggressively challenged several French laws, including a 2004 law that bans the wearing of conspicuous religious symbols in public schools, and a 2010 law that prohibits the wearing of full veils in public spaces.<\/p>\n

In October 2021, FEMYSO\u00a0launched<\/a><\/span>\u00a0an anti-discrimination awareness campaign, sponsored by the European Union and the Council of Europe, that promoted wearing the Islamic veil in public. The campaign was\u00a0cancelled<\/a><\/span>\u00a0after French officials from across the political spectrum\u00a0expressed<\/a><\/span>\u00a0disapproval on the grounds that it undermined France\u2019s policy of laicit\u00e9, or secularism in the public square.<\/p>\n

FEMYSO\u2019s president, a Dutch woman named Hande Taner, responded by going on a\u00a0tirade<\/a><\/span>\u00a0against the French government. In a video posted on Twitter, she\u00a0asserted<\/a><\/span>\u00a0that France is \u201cthe capital of Western prejudice\u201d and that its \u201cbiggest export is racism.\u201d<\/p>\n

FEMYSO was established in 1996 as a platform to bring together youth organizations linked to the various national Muslim Brotherhood federations associated with the FIOE,\u00a0according<\/a><\/span>\u00a0to Islam expert Brigitte Mar\u00e9chal. In her book, \u201cThe Muslim Brotherhood in Europe: Roots and Discourse<\/a><\/span>,\u201d she noted that FEMYSO often downplays or denies any personal or organizational links to the Brotherhood.<\/p>\n

Many of those links are documented by analysts Lorenzo Vidino and Sergio Altuna. In an October 2021 study, \u201cThe Muslim Brotherhood\u2019s Pan-European Structure<\/a><\/span>,\u201d they methodically traced the \u201cvirtually complete overlap\u201d between the boards of FEMYSO and FIOE.<\/p>\n

Vidino and Altuna also revealed FEMYSO\u2019s extensive connections to the Muslim Brotherhood, reporting that the rent for FEMYSO\u2019s office in Brussels is being paid for by Bassem Hatahet, an activist of Syrian origin who has been\u00a0described<\/a><\/span>\u00a0as \u201cthe most important Muslim Brotherhood figure in Belgium.\u201d<\/p>\n

Moreover, Vidino and Altuna noted that many of the young people occupying the highest positions at FEMYSO are \u201cchildren (both male and female) of some of the most prominent first-generation leaders of the Brotherhood in Europe.\u201d They concluded that FEMYSO \u201cis the perfect entity where the scions of top Brotherhood families can hone their activism skills and create a broader network during their formative years.\u201d<\/p>\n

Indeed, the FEMYSO presidency was, until recently, held by Intissar Kherigi, the daughter of Rachid Ghannouchi, the leader of Ennahda, the Muslim Brotherhood in Tunisia.<\/p>\n

Another Islam expert, Florence Bergeaud-Blackler,\u00a0told<\/a><\/span>\u00a0the French magazine Marianne, that CEM created FEMYSO with the objective of \u201ctraining a European Muslim elite.\u201d The organization has repeatedly\u00a0invited<\/a><\/span>\u00a0Tariq Ramadan, the Islamist grandson of Hassan al-Banna, who founded the Muslim Brotherhood in Egypt in 1928, to speak at its conferences and study sessions.<\/p>\n

The EU\u2019s International Youth Day video (FEMYSO was the only religious organization included in the video; Christian or Jewish groups were left out) appears to be the handiwork of the European Commissioner for Equality, Helena Dalli, a left-leaning politician from Malta.<\/p>\n

Dalli, who is perhaps best known for her efforts to\u00a0prohibit<\/a><\/span>\u00a0the use of the term \u201cChristmas\u201d in official European correspondence, has long been a thorn in the side of the French government.<\/p>\n

In November 2021, Dalli\u00a0tweeted<\/a><\/span>\u00a0about a meeting she had with FEMYSO\u2019s leadership about \u201cthe situation of young Muslims in Europe\u201d and the \u201cchallenges experienced as a result of stereotyping, discrimination and outright hatred.\u201d<\/p>\n

France\u2019s Secretary of State for Europe at the time, Clement Beaune,\u00a0condemned<\/a><\/span>\u00a0the meeting and\u00a0retweeted<\/a><\/span>\u00a0a tweet asserting that FEMYSO is a \u201cpuppet of the Muslim Brotherhood.\u201d He also\u00a0said<\/a><\/span>\u00a0he would be investigating possible \u201cclientelism\u201d between Islamist groups like FEMYSO and European institutions.<\/p>\n

The then Secretary of State for Social Economy, Marl\u00e8ne Schiappa, described FEMYSO as a \u201cpuppet of Islamism\u201d and expressed outrage that the European Union continues to subsidize the group. \u201cI wonder how many organizations that we want to disband or that have been disbanded in France are knocking on the door of European offices to receive money and grants,\u201d she said in an\u00a0interview<\/a><\/span>\u00a0with Europe 1 radio. \u201cWe say: not one euro from the Republic for the enemies of the Republic. If you have acquaintances with radical Islamism, we cannot finance you with French money.\u201d<\/p>\n

France\u2019s new Secretary of State for Europe, Laurence Boone, said the EU had \u201cblundered\u201d by including FEMYSO in the youth day video. \u201cThere is no ambiguity,\u201d she said in an\u00a0interview<\/a><\/span>\u00a0with France 2 public television. \u201cThis association does not correspond to our values of secularism, and it does not support our goals of inclusion and emancipation.\u201d<\/p>\n

The European Commission previously\u00a0dismissed<\/a><\/span> French concerns about FEMYSO, but after the video controversy, Boone said that she and France\u2019s Interior Minister, G\u00e9rald Darmanin, would be rallying support from other EU member states: \u201cI am contacting my counterparts in all European countries to put pressure on the commission.”<\/p>\n
