Threat of Islamist Violence Shapes Sweden’s Free Speech Debate<\/h2>\n

Sweden, under pressure from Islamists angered by recent Quran burnings, is embroiled in a nationwide debate over whether to curtail its long and storied tradition<\/a> of constitutionally-protected freedom of expression and introduce a blasphemy law. The free speech versus security trade-off is aimed at staving off reprisals from Muslim extremists in Sweden and elsewhere.<\/p>\n

Swedish authorities took the first step in that direction on February 8, when, in a reversal of longstanding policy, they refused<\/a> to allow activists to burn a Quran in front of the Turkish embassy in Stockholm. They subsequently prohibited<\/a> a Quran burning rally that was planned for February 20 in front of the Iraqi embassy in the Swedish capital. Both bans are being appealed in court.<\/p>\n

The Swedish Police Authority (Polisen<\/em>),\u00a0citing<\/a>\u00a0the Public Order Act (Ordningslag<\/em>),\u00a0said<\/a>\u00a0that from now on, as a rule, all public Quran burnings will be prohibited. An internal police document leaked to Swedish media\u00a0revealed<\/a>\u00a0that the burning ban applies only to the Quran and not to other holy books, such as the Bible or the Torah.<\/p>\n

The decision to\u00a0prohibit<\/a>\u00a0further Quran burnings was made after the Swedish Security Service (S\u00e4kerhetspolisen, S\u00e4po<\/em>)\u00a0warned<\/a>\u00a0that Sweden and Swedish interests abroad are facing \u201cserious threats\u201d from \u201cviolent\u00a0Islamism<\/span>\u00a0globally.\u201d<\/p>\n

A Quran-burning rally in Stockholm on January 21\u00a0enraged<\/a>\u00a0the Turkish government and\u00a0jeopardized<\/a>\u00a0Sweden\u2019s bid to join the North Atlantic Treaty Organization (NATO). Turkish President Recep Tayyip Erdo?an, who is seeking reelection on May 14,\u00a0warned<\/a>\u00a0that \u201cas long as you allow my holy book, the Quran, to be burned and torn, we will not say \u2018yes\u2019 to your entry into NATO.\u201d That threat was widely interpreted as a demand that Sweden enact a new blasphemy law as a condition for NATO membership.<\/p>\n

Swedish Prime Minister Ulf Kristersson distanced his government from the Quran burning. \u201cFreedom of expression is a fundamental part of democracy,\u201d he\u00a0tweeted<\/a>. \u201cBut what is legal is not necessarily appropriate.\u201d He added that \u201cburning books that are holy to many is a deeply disrespectful act\u201d and expressed \u201csympathy for all Muslims who are offended.\u201d<\/p>\n

Jimmie \u00c5kesson, leader of the Sweden Democrats, kingmaker in Sweden\u2019s coalition government,\u00a0described<\/a>\u00a0Kristersson\u2019s comments as \u201cvery, very troubling.\u201d The government, he\u00a0wrote<\/a>\u00a0in a Facebook post, \u201cshould in every situation unequivocally stand up for our Swedish freedom of expression.\u201d He added that \u201cSweden has a domestic\u00a0Islamist<\/span>\u00a0threat that cannot be underestimated\u201d and that it is \u201cextremely dangerous\u201d for the government to \u201cunderstand\u201d and \u201cfeel sorry for\u201d the forces in Sweden that, \u201cwith reference to religious dogmas want to abolish our freedom of expression.\u201d<\/p>\n

The leader of Sweden\u2019s Islamist Nyans Party, Mikail Y\u00fcksel, flatly rejected Kristersson\u2019s attempt at conciliation. \u201cUlf Kristersson says that everyone needs to contribute to cooling down the temperature,\u201d he\u00a0tweeted<\/a>. \u201cUnfortunately, this is not possible as long as Sweden insists on the sadistic interpretation of freedom of expression. We need to take radical measures: Change the constitution and ban the Quran burnings!\u201d<\/p>\n

Y\u00fcksel, a Swedish politician of Turkish origin who is\u00a0close<\/a>\u00a0to Erdo?an\u2019s government, has\u00a0called<\/a>\u00a0for Sweden\u2019s membership of NATO to be linked to the enactment of a blasphemy law. \u201cTime for Turkey to make tougher demands on Sweden and criminalize Quran burnings,\u201d he\u00a0tweeted<\/a>. He also\u00a0said<\/a>\u00a0on Turkish television that \u201cSweden\u2019s Muslims expect Turkey to raise the situation of Muslims in the NATO negotiations.\u201d Y\u00fcksel\u00a0added<\/a>\u00a0that he had requested a formal meeting with Erdo?an to discuss the Quran burnings\u00a0and<\/a>\u00a0\u201ctell him more about what is really going on in Sweden.\u201d<\/p>\n

The Quran burning in Sweden has inspired similar acts in other European countries. On January 22, anti-Islam activists\u00a0tore up and trampled<\/a>\u00a0a copy of the Quran outside the House of Representatives in the Hague, the administrative capital of the Netherlands. On January 27, copies of the Quran were\u00a0burned<\/a>\u00a0in front of a mosque and outside the Turkish embassy in Copenhagen, the Danish capital.<\/p>\n

On January 30, police in Finland, where a law prohibiting blasphemy is\u00a0embedded<\/a>\u00a0in the criminal code,\u00a0warned<\/a>\u00a0that burning the Quran in public is an offense punishable by up to one year in prison. On February 2, Norwegian authorities\u00a0banned<\/a>\u00a0a planned Quran burning rally outside the Turkish Embassy in Oslo after Norway\u2019s Police Security Service (Politiets sikkerhetstjeneste, PST<\/em>)\u00a0warned<\/a>\u00a0that the protest could make Norway a target for jihadist groups such as Al-Qaeda and Islamic State.<\/p>\n

Both groups recently threatened to retaliate for the Quran burnings. On February 7, Islamic State-Khurasan, in a new edition of its English-language magazine,\u00a0Voice of Khurasan<\/em>,\u00a0vowed<\/a>\u00a0to exact revenge for what it described as \u201cblasphemy in broad daylight\u201d in the \u201cname of freedom of speech.\u201d On February 10, Al-Qaeda released a new issue of\u00a0One Ummah Magazine<\/em>, which\u00a0called<\/a>\u00a0on all those \u201ccapable of jihad\u201d to avenge the Quran burnings. It stated that \u201cwe must all strive to change Western laws and constitutions\u201d by means of a \u201cdeterrence strategy\u201d based on the perpetual threat of \u201cjihadi military action\u201d to \u201cprevent the recurrence of these abuses.\u201d<\/p>\n

The looming threat of violence is shaping the debate over free speech in Sweden as a compromise between free speech and security. Some, including Christian leaders from various denominations,\u00a0argue<\/a>\u00a0that Sweden, which has one of the\u00a0largest<\/a>\u00a0Muslim populations in Europe in percentage terms, should restrict offensive speech to reduce religious and social tensions. Others insist that freedom of expression is sacrosanct and should not be restricted for any reason. A February 3 opinion poll commissioned by TV4 Nyheterna\u00a0showed<\/a>\u00a0that Swedes are evenly divided on prohibiting Quran burnings: 42% were in favor of such a ban while 43% were opposed.<\/p>\n

The editorial board of the Swedish newspaper\u00a0Dagens Nyheter<\/em>\u00a0warned<\/a>\u00a0that Islamists \u201cwill not be content with a blasphemy law because they will always want to go one step further.\u201d Sofie L\u00f6wenmark, a Swedish journalist who covers Islamism, agreed. She\u00a0said<\/a>\u00a0that calls for a ban on Quran burnings is a smokescreen to hide the larger objective: a ban on legitimate criticism of Islam.<\/p>\n

The political editor of the newspaper\u00a0Sm\u00e5landsposten<\/em>, Fredrik Haage,\u00a0argued<\/a>\u00a0that the government\u2019s decision to prohibit further Quran burnings shows that the Islamists have already won this battle. \u201cThe freedom of expression has given way to the threat of violence,\u201d he\u00a0wrote<\/a>. \u201cUntil the decision is eventually overturned by the administrative court, Sweden has introduced a blasphemy law that covers the Quran. Specifically, the Quran, not the Bible or the Torah.\u201d<\/p>\n
