European Union Appoints New ‘Islamophobia’ Czar<\/h2>\n

The European Union has appointed<\/a> a new anti-Islamophobia coordinator after Muslim rights activists complained<\/a> that the EU was \u201cdowngrading Muslim concerns\u201d by leaving the position vacant for more than a year. Islamist groups in Europe have long sought to exert control over the politically sensitive position to expand the definition of \u201cIslamophobia,\u201d presumably to restrict free and fair discussion about Islam. Observers warn that they are now a step closer to achieving their objectives.<\/p>\n

Marion Lalisse, a French national and an EU civil servant with diplomatic experience in Mauritania, Morocco, and Yemen, will fill the post, formally known as the Coordinator for Combating Anti-Muslim Hatred. Her job will be to will be \u201cwork with EU member states, European institutions, non-governmental organizations and academia to strengthen policy responses in the field of anti-Muslim hatred,\u201d according<\/a> to an EU statement.<\/p>\n

Lalisse, an Arabist with a low public profile, will report to the EU\u2019s Commissioner for Equality, Helena Dalli, who\u00a0said<\/a>\u00a0that the coordinator will be responsible for monitoring and tackling \u201call instances of anti-Muslim hatred and discrimination.\u201d Dalli \u2014 a left-leaning politician from Malta who\u00a0issued<\/a>\u00a0guidelines prohibiting the use of terms related to Christianity, including \u201cChristmas,\u201d in official EU correspondence \u2014 added that the EU \u201cmust fight anti-Muslim hatred in all areas of life including education, employment and social policy.\u201d<\/p>\n

Lalisse\u2019s job description and mandate as described in the EU statement is far more expansive than that of her predecessors, who were\u00a0accused<\/a>\u00a0by activist groups of failing to achieve \u201ctangible progress on [sic] the fight against Islamophobia across Europe.\u201d The expanded mandate suggests that the EU has succumbed to pressure from Islamist groups to give the Islamophobia czar greater policymaking powers.<\/p>\n

In July 2018, the European Network Against Racism (ENAR) and 20 other groups \u2014 known collectively as the European Coalition Against Islamophobia \u2014 published an\u00a0open letter<\/a>\u00a0urging the European Commission, the EU\u2019s powerful administrative arm, to \u201cmake important strategic changes\u201d to \u201cwork meaningfully on the issue of Islamophobia as a form of racism.\u201d<\/p>\n

The letter\u00a0criticized<\/a>\u00a0the EU\u2019s \u201cdisappointing results to date\u201d and included a series of recommendations, including giving Muslim communities and anti-racism NGOs far more \u201cmeaningful participation\u201d in formulating policy. The letter also insisted that the coordinator should be a Muslim.<\/p>\n

The letter was\u00a0signed<\/a>\u00a0by an array of Islamist groups, many with links to the Muslim Brotherhood, including the Forum of European Muslim Youth and Student Organisations (FEMYSO), the Muslim Council of Britain (MCB), and the Collective Against Islamophobia in France (CCIF). Other signatories included CAGE, a UK-based group that has\u00a0defended<\/a>\u00a0jihadists, and ENAR, a Brussels-based group funded by George Soros\u2019s Open Society Foundations, which have\u00a0commissioned<\/a>\u00a0numerous reports about \u201cIslamophobia\u201d in Europe. In 2015, ENAR\u2019s director, Micha\u00ebl Privot, a Belgian convert to Islam,\u00a0revealed<\/a>\u00a0that he was a former member of the Muslim Brotherhood.<\/p>\n

French academic Florence Bergeaud-Blackler, an expert on the Muslim Brotherhood,\u00a0said<\/a>\u00a0that the Brotherhood had \u201cdictated\u201d the job description of the coordinator on anti-Muslim hate and\u00a0warned<\/a>\u00a0that Lalisse\u2019s appointment \u201cfavors the Brotherhood\u2019s strategy of penetrating EU institutions, universities and civil society.\u201d Djemila Benhabib, a Canadian author who lives in Brussels, agreed. She\u00a0noted<\/a>\u00a0that the Muslim Brotherhood\u2019s strategy is to force the European Union \u201cto normalize the victimhood discourse of Muslims in the West,\u201d thereby \u201cremoving responsibility from Muslims\u201d and \u201cmaking the West feel guilty.\u201d<\/p>\n

The EU established the anti-Muslim hate coordinator position in December 2015 together with a similar post to combat anti-Semitism. (The EU does not have a coordinator to combat anti-Christian hate.) The positions\u00a0resulted<\/a>\u00a0from the First Annual Colloquium on Fundamental Rights (basic rights that belong to everyone) held in October 2015. The EU\u00a0created<\/a>\u00a0a third position, Coordinator for Combatting Racism, in July 2021. Each of the three positions has an annual budget of \u20ac180,000 a year.<\/p>\n

Muslim rights groups have long\u00a0complained<\/a>\u00a0that the anti-Semitism and racism positions have received supplemental funds to hire staff members while the anti-Muslim hate position has not. \u201cThe appointment of one dedicated person does not replace strong political will, actions and effective policies,\u201d the European Coalition Against Islamophobia\u00a0wrote<\/a>\u00a0in the June 2018 open letter.<\/p>\n

The anti-Muslim hate position has been vacant since July 2021, when the previous coordinator resigned for reasons that have never been fully explained. Since then, leftwing pan-European publications, including the\u00a0EUobserver<\/em>\u00a0and\u00a0Euractiv<\/em>, a Brussels-based news agency funded by the Open Society Foundations, have operated a relentless media campaign focused on pressuring the EU to fill the position.<\/p>\n

Muslim activist groups have\u00a0accused<\/a>\u00a0the European Commission, the EU\u2019s executive arm, of deliberately leaving the position unfilled. In June 2022, for instance, more than 40 NGOs\u00a0signed<\/a>\u00a0a joint declaration to express their \u201cconcerns\u201d at the EU\u2019s \u201cdenial of Islamophobia.\u201d<\/p>\n

The French government, which held the rotating EU presidency during the first half of 2022,\u00a0denied<\/a>\u00a0that it was ignoring Muslim concerns, but European media outlets\u00a0reported<\/a>\u00a0that at the European Council summit in March 2022, EU leaders dropped references in its final summit statement to the importance of the coordinator on anti-Muslim hatred after Poland said if that was to be in the text, then it wanted a special coordinator on Christianophobia in Europe as well.<\/p>\n

The EU\u2019s naming of a new \u201cIslamophobia\u201d czar comes on the heels of the appointment of Amira Elghawaby to a similar position in Canada in late January. She has since been\u00a0called<\/a>\u00a0on to resign because of anti-Quebec statements made in 2019.<\/p>\n
