A newly launched Muslim \u201cdialogue forum\u201d established by the French government to fight political Islamism and promote an Islam \u201cfaithful to the values of the Republic\u201d has been infiltrated by Muslim Brotherhood operatives opposed to the domestication of Islam in France.<\/em><\/p>\n

<\/p>\n

Muslim Brotherhood Infiltrates Official Counter-Islamism Forum<\/h2>\n

A newly launched Muslim \u201cdialogue forum\u201d established by the French government to fight political Islamism and promote an Islam \u201cfaithful to the values of the Republic\u201d has been infiltrated by Muslim Brotherhood operatives opposed to the domestication of Islam in France.<\/p>\n

The French Islam Forum (Forum de l\u2019Islam de France, FORIF<\/em>) was launched<\/a> by Interior Minister G\u00e9rald Darmanin in February 2022 to \u201crenew the methods of dialogue\u201d between the government and \u201cactors and associations representing the Muslim faith.\u201d A key feature of the forum is its bottom-up format, which seeks to promote dialogue with Muslim clergy and laypersons at the grassroots level and bypass the so-called consular Islam<\/a> (l\u2019islam consulaire<\/em>) favored by Muslim umbrella groups controlled by foreign governments.<\/p>\n

FORIF replaces the French Council for the Muslim Faith (Conseil fran\u00e7ais du culte musulman, CFCM<\/em>), which was\u00a0established<\/a>\u00a0by then Interior Minister Nicolas Sarkozy in May 2003 to be the French government\u2019s principal interlocutor with the country\u2019s Muslim community. The aim was to bring the practice of Islam in France into conformity with the 1905\u00a0law on secularism<\/a>\u00a0(la\u00efcit\u00e9<\/em>), which has failed to prevent the encroachment of Islamism.<\/p>\n

CFCM was rendered\u00a0ineffective<\/a>\u00a0by internal power struggles among its principal members, namely Islamic federations controlled by the governments of Algeria, Egypt, Morocco, Pakistan, Saudi Arabia and Turkey. CFCM was also hampered by competing strands of Islam represented by Salafism, Wahhabism, Tablighi Jamaat, Milli G\u00f6r\u00fcs and the Muslim Brotherhood.<\/p>\n

The final nail in CFCM\u2019s coffin was hammered in January 2021, when four of CFCM\u2019s nine members\u00a0refused<\/a>\u00a0to sign the so-called Charter of Principles of French Islam (Charte des principes de l\u2019islam de France<\/em>), an initiative sponsored by Macron as part of his offensive against\u00a0Islamist<\/span>\u00a0separatism.<\/p>\n

The eight-page\u00a0document<\/a>\u00a0asked Muslim leaders in France to commit to \u201cfreedom of conscience\u201d and \u201cequality between men and women\u201d and to condemn discrimination based on \u201csexual orientation.\u201d The charter affirmed that \u201cneither our religious convictions nor any other reason can supplant the principles which are found in French law and the Constitution of the Republic.\u201d<\/p>\n

Darmanin subsequently\u00a0declared<\/a>\u00a0that CFCM was \u201cdead\u201d and that \u201cfor the public authorities, the CFCM no longer exists as an interlocutor with the French Republic.\u201d He\u00a0added<\/a>\u00a0that CFCM\u2019s demise meant \u201cthe end of foreign influence on Islam in France\u201d and\u00a0vowed<\/a>\u00a0that FORIF would succeed where CFCM had failed.<\/p>\n

FORIF is an integral component of an ambitious plan\u00a0announced<\/a>\u00a0by French President Emmanuel Macron in February 2020 to fight Islamist separatism by creating an \u201cIslam of France\u201d \u2014 an Islam rooted in French society and one that limits the role that foreign governments have in training imams, financing mosques, and educating children in France.<\/p>\n

The forum currently consists of 60 members \u2014 religious leaders, representatives of mosques, members of cultural or religious associations, public intellectuals, and lawyers \u2014 appointed by the French Interior Ministry and government representatives (prefectures) at the local and regional levels.<\/p>\n

Over the past year, FORIF members, in coordination with the Interior Ministry, have worked on four\u00a0key issues<\/a>: 1) professionalization and recruitment of imams; 2) appointment and training of chaplains for prisons, hospitals and the army; 3) application of the law to ensure Islamic associations comply with the principles of the Republic; and 4) protection of Muslim places of worship. The working groups are to produce practical guidebooks to help mosques in France comply with French law.<\/p>\n

Marking FORIF\u2019s first anniversary, Macron on February 16\u00a0invited<\/a>\u00a0several of the group\u2019s members to the Elys\u00e9e Palace to present progress reports and participate in a photo opportunity that received\u00a0widespread<\/a>\u00a0media coverage. FORIF, Macron\u00a0proclaimed<\/a>, was aimed at transforming a \u201crogue Islam\u201d (islam d\u00e9voy\u00e9<\/em>) into to an \u201cEnlightenment Islam\u201d (islam des Lumi\u00e8re<\/em>).<\/p>\n

FORIF\u2019s inner workings, however, have been shrouded in secrecy and the government has refused to publish a complete list of its members. Senator Jacqueline Eustache-Brinio of the center-right Republicans, who has\u00a0tried<\/a>\u00a0unsuccessfully to obtain a full membership list,\u00a0described<\/a>\u00a0FORIF as a \u201ctotally opaque assembly that includes many Muslim Brothers.\u201d<\/p>\n

Despite the government\u2019s stonewalling, the names of some of FORIF\u2019s members were recently leaked to the French newsmagazine\u00a0Le Point<\/em>, which\u00a0revealed<\/a>\u00a0that prominent Muslim Brotherhood operatives have \u201cinfiltrated\u201d FORIF. Journalist Cl\u00e9ment P\u00e9treault\u00a0noted<\/a>\u00a0\u201cthe presence in FORIF of many executives of the former UIOF.\u201d The Union of Islamic Organizations in France, which\u00a0changed<\/a>\u00a0its name to\u00a0Muslims of France<\/a>\u00a0(Musulmans de France<\/em>), is a prominent Muslim umbrella organization\u00a0closely tied<\/a>\u00a0to the Muslim Brotherhood.<\/p>\n

These include Tareq Oubrou, the Morocco-born\u00a0self-taught<\/a>\u00a0\u201cgrand imam of Bordeaux,\u201d who said that he\u00a0left<\/a>\u00a0the UIOF in 2018 after more than three decades there but\u00a0maintains<\/a>\u00a0links with the group to \u201cshare his convictions and his work.\u201d He continues to be\u00a0active<\/a>\u00a0in groups linked to the Muslim Brotherhood.<\/p>\n

Another UIOF alumnus now in FORIF is Azzedine Gaci, the Algeria-born rector of the Uthman Mosque in Villeurbanne near Lyon. A\u00a0key member<\/a>\u00a0of the Muslim Brotherhood\u2019s network in France, Gaci\u00a0refused<\/a>\u00a0to sign Macron\u2019s Charter of Principles of French Islam.<\/p>\n

Other FORIF members include Abdelghani Benali, rector of the Great Mosque of Saint-Ouen-sur-Seine, which has\u00a0received<\/a>\u00a0hundreds of thousands of euros in so-called charitable grants from the Qatari government. He is also a teacher at the Paris-based European Institute of Human Sciences (IESH), a\u00a0Qatar-financed<\/a>\u00a0Islamic theological institute\u00a0described<\/a>\u00a0as \u201cone of the jewels\u201d of the Muslim Brotherhood.<\/p>\n

Another member of FORIF is Abdelhaq Nabaoui, the Morocco-born\u00a0president<\/a>\u00a0of the\u00a0Qatar-financed<\/a>\u00a0National School for Religious Leaders and Military Chaplains (l\u2019\u00c9cole nationale des cadres religieux et aum\u00f4niers militaires, ENCRAM<\/em>), a school that has trained hundreds of French imams. He is also a\u00a0member<\/a>\u00a0of the Muslim Association for an Islam of France (Association Musulmane pour l\u2019Islam de France, AMIF<\/em>), a group that is\u00a0intimate<\/a>\u00a0with the Muslim Brotherhood.<\/p>\n

Other Islamists involved with FORIF\u00a0include<\/a>: Chems-Eddine Hafiz, the Algeria-born rector of the Grand Mosque of Paris, which is controlled by the Algerian government; Mohammed Moussaoui, the Morocco-born president of the Union of French Mosques (Union des Mosqu\u00e9es de France, UMF<\/em>), which is controlled by the Moroccan government; and Ibrahim Alci, the T\u00fcrkiye-born president of the Coordinating Committee of Turkish Muslims in France (Comit\u00e9 de coordination des musulmans turcs de France, CCMTF<\/em>), which is controlled by the Turkish government.<\/p>\n

Yet another Islamist directly involved with FORIF is Mourad Dali, who oversees the working group on chaplains. Dali,\u00a0described<\/a>\u00a0by French intelligence services as a \u201cneo-Salafist\u201d (a hybrid of Salafism and the Islamism of the Muslim Brotherhood), is president of CAM78 (Collectif des Associations Musulmanes de Saint-Quentin-en-Yvelines<\/em>), an association of Islamist mosques in Yvelines, a suburb of Paris. French politician Damien Rieu has\u00a0documented<\/a>\u00a0the mosques\u2019 long history of anti-Semitism, gender segregation, Islamic separatism, and praise for the Muslim Brotherhood.<\/p>\n

The French-Moroccan author Mohamed Louizi, a\u00a0former<\/a>\u00a0Muslim Brother who is now dedicated to fighting the group\u2019s Islamization strategy in France,\u00a0chronicled<\/a>\u00a0the Brotherhood\u2019s years-long effort to control the strategically-important appointments of Muslim chaplains in French prisons \u2014 efforts which were encouraged by the French political establishment. He says they are now exerting similar influence on FORIF.<\/p>\n

Last but not least, Marion Lalisse, the European Union\u2019s newly\u00a0appointed<\/a>\u00a0\u201cIslamophobia<\/span>\u201d Czar, is a\u00a0member<\/a>\u00a0of FORIF\u2019s working group on \u201canti-Muslim acts.\u201d French academic Florence Bergeaud-Blackler, author of a new\u00a0book<\/a> about the Muslim Brotherhood in Europe, said<\/a>\u00a0that the Muslim Brotherhood had \u201cdictated\u201d Lalisse\u2019s job description and\u00a0warned<\/a>\u00a0that her appointment \u201cfavors the Brotherhood\u2019s strategy of penetrating EU institutions, universities and civil society.\u201d<\/p>\n

Observers have concluded that FORIF is unlikely to change the nature of Islam in France. Cl\u00e9ment P\u00e9treault, writing for\u00a0Le Point<\/em>,\u00a0warned<\/a>\u00a0that \u201cthe influence of the Muslim Brotherhood and foreign governments will not disappear with this new organization because the same actors are reintroducing themselves into FORIF.\u201d<\/p>\n

Professor emeritus Charles Arambourou\u00a0described<\/a>\u00a0FORIF as \u201ca playground offered to Islamists by the government.\u201d He added that Macron\u2019s Islam of France \u201cis being built with the help of Islamists at all levels.\u201d Louizi, the former Muslim Brother,\u00a0concluded<\/a>\u00a0that FORIF, \u201cwhere Muslim Brother-Salafists (frerosalafists<\/em>) are already nesting, is madness. A suicide.\u201d<\/p>\n
