Austria’s Mosques Work Against Muslim Integration<\/h2>\n

Viennese mosques are promoting Islamic separatism and actively obstructing the integration of Muslims into Austrian society, according to a new report about mosques and Islamic associations in the Austrian capital. The in-depth investigative study also reveals that foreign governments continue to exert enormous influence on the practice of Islam in Austria, even though a so-called Islam Law prohibits such meddling.<\/p>\n

The research, which provides evidence of active support for jihadi and\u00a0Islamist<\/span> organizations at several of the most prominent and influential mosques in Austria, sheds light on the depth of the challenge posed by the encroachment of political Islam at mosques in the country. The report serves as an important wake-up call for Austria and other Western countries struggling with the integration of Muslim minorities.<\/p>\n

The 113-page\u00a0report<\/a>\u00a0\u2014 \u201cMosques in Vienna\u201d (Moscheen in Wien<\/em>) \u2014 was published on February 23 by the Austrian Integration Fund (\u00d6sterreichischer Integrationsfonds, \u00d6IF<\/em>), an agency tasked with integrating immigrants into Austrian society. The study evaluated randomly selected Friday sermons (khutbah<\/em><\/a>) at 14 of Vienna\u2019s most representative mosques to determine if they were encouraging or discouraging Muslim integration.<\/p>\n

The study\u00a0reveals<\/a>\u00a0that Turkish mosques are, collectively, by far the greatest obstacles to integrating Muslims into Austrian society. Most Turkish mosques \u201ctake a negative view of the social integration of their members,\u201d according to the report, which adds that this is highly relevant to the integration process \u201cbecause ethnic Turks comprise the largest subgroup of Muslims in Austria.\u201d Not coincidentally, the Turkish government continues to try to\u00a0expand<\/a> its influence over the practice of Islam in Austria.<\/p>\n

Nearly all Sunni Muslim mosques in Austria belong to the\u00a0Islamic Religious Community in Austria<\/a>\u00a0(Islamischen Glaubensgemeinschaft in \u00d6sterreich, IGG\u00d6<\/em>), the state-recognized Muslim umbrella group that represents more than 250 mosques in the country. IGG\u00d6 is effectively controlled by the government of Turkish President Recep Tayyip Erdo?an. IGG\u00d6\u2019s current president, T\u00fcrkiye-born \u00dcmit Vural, is closely\u00a0linked<\/a>\u00a0to the Turkish nationalist Milli G\u00f6r\u00fc? movement and IGG\u00d6\u2019s mufti, T\u00fcrkiye-born Mustafa Mullao?lu, is\u00a0tied<\/a>\u00a0to the Muslim Brotherhood. IGG\u00d6 plays a \u201ccentral role\u201d in spreading the ideology of the Muslim Brotherhood,\u00a0according<\/a>\u00a0to\u00a0Islamism<\/span> expert Lorenzo Vidino. FWI reached out to IGG\u00d6 for a comment on the report but did not receive a reply.<\/p>\n

The report\u2019s lead author, historian Heiko Heinisch, told FWI that \u201cwith the Milli G\u00f6r\u00fc? movement, ATIB [the Turkish-Islamic Union for Cultural and Social Cooperation in Austria, which is part of the Turkish government\u2019s Religious Affairs Directorate, known as\u00a0Diyanet<\/em>] and the Muslim Brotherhood, three major players of international Islamism are active in Austria.\u201d He added that \u201cour report shows that these major players are in part actively working against the integration of Muslims into society.\u201d<\/p>\n

Vienna\u2019s single-most problematic mosque, the study shows, is the notorious\u00a0Islamic Association of Austria<\/a>\u00a0(Islamische Vereinigung \u00d6sterreich, IV\u00d6<\/em>), commonly known as Al-Hidaya Mosque, which is controlled by IGG\u00d6 and, by extension, the Muslim Brotherhood. All the evaluated sermons from this mosque were categorized as \u201cextremist.\u201d IV\u00d6 \u201crejects, as a matter of principle, Austria and Austrian society, its values, its laws and its constitution,\u201d the report says.<\/p>\n

IV\u00d6, an Arabic-language mosque, has a\u00a0long history<\/a>\u00a0of glorifying jihad and martyrdom and seeking to establish a parallel society in opposition to Austria\u2019s liberal democratic order. IV\u00d6\u2019s imam, 53-year-old Egypt-born Ibrahim al-Demerdash, is\u00a0known<\/a>\u00a0for his support of the Muslim Brotherhood and the Palestinian terrorist organization Hamas. He has been\u00a0accused<\/a> of radicalizing a \u201cnew generation\u201d of young Muslim males in the foundational doctrines, practices, and tactics of political Islam. FWI asked IV\u00d6 for a comment but did not receive a reply.<\/p>\n

Another subversive mosque is the\u00a0Imam Ali Islamic Center<\/a>\u00a0(Islamischen Zentrum Imam Ali, IZIA<\/em>), which cooperates closely with the Islamic Center of Hamburg (Islamischen Zentrum Hamburg, IZH<\/em>),\u00a0described<\/a> by German intelligence officials as a leading \u201cpropaganda center\u201d of the Islamic Republic of Iran in Europe. Both mosques are well known for spreading anti-Western, anti-Semitic, and anti-Israel extremist ideology.<\/p>\n

On a more positive note, sermons delivered at the Arabic-language\u00a0Islamic Center of Vienna<\/a>\u00a0(Islamisches Zentrum Wien<\/em>) are described as \u201ccosmopolitan\u201d and \u201copen to integration.\u201d The mosque, the largest and oldest in Vienna, was built by Saudi Arabia in the late 1970s and is now jointly controlled by Saudi Arabia, Qatar and Malaysia. \u201cThis mosque,\u201d the report states, \u201cscores in all categories as the most pro-democracy, the most open and the most tolerant.\u201d<\/p>\n

According to the report, none of the surveyed mosques \u2014 which cater to Muslims from Albania, Bosnia, Iran, Saudi Arabia and T\u00fcrkiye \u2014 openly identifies with Austrian society. With rare exceptions, sermons in Viennese mosques are not available in German, according to the study, and fully one-third of the evaluated mosques promote ethnic and religious segregation. Many of the mosques promote a dichotomous worldview that opposes ideological and religious pluralism and brands non-Muslims as enemies of Islam. They also appear to be directly or indirectly controlled by foreign governments.<\/p>\n

Officials were unhappy with the conclusions of the study. Vienna\u2019s Deputy Mayor, Dominik Nepp,\u00a0said<\/a>\u00a0the report showed that \u201cmany Muslims still see no reason to conform to our social values\u201d and predicted that \u201cthe consolidation of already existing parallel societies is therefore inevitable.\u201d Vienna City Councilor Caroline Hungerl\u00e4nder\u00a0described<\/a> the results of the study as \u201cshocking\u201d and warned that the city government \u201cmust finally recognize that Vienna has a manifest problem with political Islam.\u201d<\/p>\n

The new study is a follow-up to the \u00d6IF\u2019s landmark October 2017\u00a0report<\/a>\u00a0\u2014 \u201cThe Mosque\u2019s Role in the Integration Process\u201d (Die Rolle der Moschee im Integrationsprozess<\/em>) \u2014 which was commissioned by Austria\u2019s then Minister for Integration and Foreign Affairs, Sebastian Kurz, and\u00a0presented<\/a>\u00a0to the public amid much media fanfare. That report\u00a0found<\/a> that mosques in Austria were routinely promoting Islamic supremacism by teaching, among other Muslim dogmas, that Sharia law is superior to Austrian law and that Austria\u2019s liberal democratic order is subordinate to Islam.<\/p>\n

Heinisch, the lead author of both reports, told FWI that although the new study provides \u201conly a snapshot\u201d of the\u00a0hundreds<\/a> of mosques in Austria, \u201cour results are more or less representative for all of Austria because we focused primarily on the large mosques of the major Islamic federations.\u201d These federations, he said, \u201care represented by their affiliated mosques throughout Austria and we have to assume that similar preaching takes place in those mosques everywhere.\u201d Heinisch added that \u201cwe deliberately did not examine small Salafist mosques because they would have negatively distorted the results.\u201d<\/p>\n

Overall, the report reveals that\u00a0reforms<\/a>\u00a0to Austria\u2019s century-old Islam Law (Islamgesetz<\/em>) governing the status of Muslims in the country appear to have failed to promote an \u201cIslam with an Austrian character.\u201d The changes,\u00a0promulgated<\/a> in February 2015, seek to prevent the growth of a parallel Islamic society in Austria by regulating mosques and the training of imams, who are now required to be proficient in German.<\/p>\n

Paragraph 6.2 of the law\u00a0aims<\/a> to limit the religious and political influence of foreign governments within the Austrian Muslim community by prohibiting the foreign financing of mosques in Austria. Paragraph 4.2 states that Muslim organizations \u201cmust have a positive attitude toward society and state,\u201d a formulation, according to the government, that makes it clear that Austrian civil law has priority over Sharia law. The new report suggests that eight years after its entry into force, the Islam Law has still not had its intended effect.<\/p>\n
