Germany’s Leftist Government Refuses to Confront Islamism<\/h2>\n

Germany\u2019s parliament has rejected two legislative proposals aimed at clamping down on political Islam in Germany. The sponsors of the proposed bills argued that\u00a0Islamism<\/span>\u00a0is subversive and must be opposed because it poses a growing threat to liberal democracy and social cohesion. Lawmakers representing Germany\u2019s left-wing coalition government countered that measures to curb Islamism would unfairly single out Muslims.<\/p>\n

The legislative setback comes just six months after Germany\u2019s government\u00a0dissolved<\/a>\u00a0a high-profile expert working group on political Islam \u2014 opting instead to fight \u201cIslamophobia<\/span>.\u201d<\/p>\n

A number of German analysts told FWI that the government\u2019s refusal to confront Islamism stems from its obsession with woke ideology (which posits that Muslims are an oppressed group and need protection). They asserted that this stance and the policies that result from it represent a security threat not just for Germany but also for the rest of Europe.<\/p>\n

Germany\u2019s violent and non-violent Islamism problem is colossal. In its latest annual report, Germany\u2019s domestic intelligence agency (Bundesamt f\u00fcr Verfassungsschutz, BfV<\/em>)\u00a0estimated<\/a>\u00a0that the country is home to at least 30,000 hardcore\u00a0Islamists<\/span>, although the actual number probably is much higher.<\/p>\n

The BfV report\u00a0listed<\/a>\u00a0more than 20\u00a0Islamist<\/span>\u00a0groups active in Germany including: al-Qaeda, al-Shabaab, Hamas, Hezbollah, Hizb-ut-Tahrir, Islamic State, Milli G\u00f6r\u00fcs, the Muslim Brotherhood, Tablighi Jamaat, and the Taliban. The groups have ties to \u2014 and are believed to receive funding from \u2014 governments and Islamist organizations in Africa, Asia and the Middle East.<\/p>\n

BfV\u00a0warned<\/a>\u00a0that violent and non-violent Islamists are seeking \u201cthe partial or complete abolition of the free democratic basic order\u201d in Germany. They are \u201cparticularly opposed to the principles of popular sovereignty enshrined in the Basic Law [German Constitution], the separation of state and religion, freedom of expression and general equality.\u201d<\/p>\n

Despite the burgeoning threat, the German parliament (Bundestag) on March 16\u00a0rejected<\/a>\u00a0two legislative proposals aimed at giving German officials more power to tackle the Islamist threat. The first\u00a0proposal<\/a>\u00a0(Antrag<\/em>) \u2014 \u201cDisclosing and Preventing the Financing of Political Islamism in Germany\u201d (Finanzierung des politischen Islamismus in Deutschland offenlegen und unterbinden<\/em>) \u2014 was submitted by the opposition center-right Christian Democratic Union (CDU) and its Bavarian sister party, the Christian Social Union (CSU). The second\u00a0proposal<\/a>\u00a0\u2014 \u201cDrying Up the Financing of Islamism\u201d (Finanzierung des Islamismus austrocknen<\/em>) \u2014 was presented by Alternative for Germany (AfD).<\/p>\n

The CDU\/CSU proposal\u00a0called<\/a>\u00a0on the federal government to require mosques and Islamic associations in Germany to disclose any foreign sources of financing to German tax authorities. It also called for expanding the BfV\u2019s powers to investigate financial and political meddling by foreign governments with respect to the practice of Islam in Germany, and to allow it to coordinate more closely with Germany\u2019s Financial Intelligence Unit, an official agency\u00a0tasked<\/a>\u00a0with investigating money laundering and terrorist financing.<\/p>\n

The CDU\/CSU proposal further\u00a0asked<\/a>\u00a0the government to hold talks with countries such as Iran, Qatar, Saudi Arabia and Turkey with the aim of \u201cterminating financial support for organizations of political Islamism from these states.\u201d It also called on the government to ensure that the Muslim community in Germany \u201cis financed as independently from abroad as possible\u201d which would \u201csignificantly reduce\u201d foreign influences.<\/p>\n

The AfD proposal\u00a0called<\/a>\u00a0for the government to \u201cprevent the financing of Islamist organizations from tax revenue and by means of foreign donations\u201d and to \u201ccreate a directory in which all information about the sources of funding for the existing mosque communities is collected.\u201d It further called on the government to submit an annual report to the Bundestag on the financing of Islamist organizations in Germany.<\/p>\n

At public Bundestag hearings held in September 2022, expert witnesses overwhelmingly agreed on the need for more effective government action to counter Islamism in Germany. The head of the Center for Islamic Theology at the University of M\u00fcnster, Mouhanad Khorchide,\u00a0warned<\/a>\u00a0that Islamists are attempting \u201ca creeping takeover of power\u201d by \u201cexploiting or abusing the existing legal system to undermine the rule of law and its free and democratic basic values.\u201d<\/p>\n

Another expert witness, Guido Steinberg of the German Institute for International and Security Affairs,\u00a0said<\/a>\u00a0that although Germany has had an Islamism problem \u201csince the 1990s,\u201d it has \u201cgained importance\u201d in recent years due to the mass immigration of Muslims \u201cfrom countries where Sunni Islamism is widespread.\u201d He added that Germany\u2019s political establishment \u201chas reacted with only isolated and sometimes ineffective measures\u201d that focus primarily on violent Islamists. Steinberg noted that Germany currently lacks legal measures to prevent foreign governments from funding Islamists in the country.<\/p>\n

Hans-Jakob Schindler of the Berlin-based Counter Extremism Project\u00a0told<\/a>\u00a0the Bundestag that the dearth of information about the financing of Islamist groups in Germany is partly due to \u201clegal gaps and hurdles, existing limitations on the powers of the security authorities, as well as a lack of transparency requirements\u201d for mosques and Islamic associations. He said that the legislative proposals could lead to \u201cmajor improvements\u201d in filling the knowledge gap (Erkenntnisl\u00fccke<\/em>) about the financing of Islamism in Germany.<\/p>\n

In a parliamentary debate before the two proposals were rejected, Bundestag Member Peggy Schierenbeck of the center-left Social Democrats\u00a0branded<\/a>\u00a0the proposed bills as \u201cprejudice against people of other faiths\u201d and claimed that if they were to be approved, \u201cpeople from Muslim civil society would fall victim to generalization and stigmatization.\u201d<\/p>\n

Bundestag Member Lamya Kaddor of the Greens\u00a0declared<\/a>\u00a0that \u201cIslamism is nothing more than doing politics with religion.\u201d Kaddor, a first-generation German of Syrian origin known for her efforts to\u00a0expand<\/a>\u00a0the teaching of Islam in German schools, said the sponsors of the proposals \u201cwant to determine who is a \u2018good\u2019 Muslim and who is a \u2018bad\u2019 Muslim \u2014 \u2018good\u2019 means \u2018secular,\u2019 they want Muslims without Islam.\u201d She insisted that anyone who \u201cproblematizes Islamism must also problematize Islamophobia.\u201d<\/p>\n

German political observers consulted by FWI all said that the current government\u2019s commitment to woke ideology would prevent any meaningful action against Islamism in Germany. One analyst noted that the German government is obsessed with \u201csemantics\u201d and that it would \u201cblock any bill that does not conform to woke vocabulary.\u201d Another remarked that the government does not want to \u201ctackle the issue\u201d of Islamism because \u201cIslamists are seen first as Muslims in need of protection\u201d and that \u201cunder no circumstances do they want to be seen as hostile to Islam.\u201d<\/p>\n

One of the proposals\u2019 key sponsors, CDU Bundestag Member Christoph de Vries, told FWI that he was \u201cvery disappointed\u201d with the government\u2019s \u201cunwillingness to unmask and prevent the foreign financing of radical mosques in Germany.\u201d He said the government has been \u201ctrivializing and neglecting Islamism\u201d ever since it assumed office in December 2021.<\/p>\n

De Vries also accused German Interior Minister Nancy Faeser of duplicity. \u201cThe whole hypocrisy of Mrs. Faeser is shown in the fact that she wore a \u2018One Love\u2019 armband for human rights and tolerance at the German World Cup opening game in Qatar, but when it comes to the money flows to Germany from Qatar, the world\u2019s largest donor to the Muslim Brotherhood, she does nothing at all.\u201d<\/p>\n

In September 2022, Faeser\u00a0discontinued<\/a>\u00a0the so-called Expert Group on Political Islamism (Expertenkreis Politischer Islamismus<\/em>). The group, which consisted of eleven people from a variety of academic disciplines, had been\u00a0established<\/a>\u00a0by the previous government to identify measures to counter the spread of Islamism in Germany.<\/p>\n

De Vries\u00a0said<\/a>\u00a0that Faeser\u2019s decision to dissolve the group of experts represents \u201cthe culmination of a policy of looking the other way and ignoring Islamism as a phenomenon that endangers democracy.\u201d He\u00a0described<\/a>\u00a0the move as \u201ca slap in the face to all those who work against religious extremism and for our democracy.\u201d<\/p>\n
