Why T\u00fcrkiye Sponsors a Fake Academic Report on \u2018Islamophobia\u2019<\/h3>\n

An annual report on \u201cIslamophobia\u201d in Europe is being published under the name of a fictitious organization, presumably to conceal the report\u2019s close links to Turkish President Recep Tayyip Erdogan. Security experts say<\/a> the report \u2014 which greatly exaggerates<\/a> anti-Muslim bigotry in Europe \u2014 is a key element of a disinformation campaign aimed at furthering the Turkish government\u2019s longstanding goal<\/a> to criminalize criticism of Islam in Europe.<\/p>\n

Former Austrian lawmaker Efgani D\u00f6nmez, an expert on\u00a0Islamism<\/span>\u00a0in Europe, told FWI that the annual report is part of an ongoing effort by \u201cthe representatives and actors of political Islam to infiltrate institutions and use strategies of obfuscation, camouflage and deception\u201d to \u201cinfluence society in Europe, the Turks living in the diaspora, as well as politics, institutions, and authorities \u2014 and parts of the church (interreligious dialogue) \u2014 in Europe.\u201d<\/p>\n

The 2022 edition of the\u00a0European Islamophobia Report<\/a>\u00a0(EIR), a massive compilation of alleged \u201cIslamophobic<\/span>\u201d incidents in more than 20 European countries, was published in March 2023 by the so-called Leopold Weiss Institute, which appears to be a front organization for the Turkish government. The EIR was originally\u00a0launched<\/a>\u00a0in 2015 by the Ankara-based Foundation for Political, Economic and Social Research. Also known as SETA, the think tank has long been\u00a0said<\/a>\u00a0to be controlled by the Turkish government and Erdo?an\u2019s ruling Justice and Development Party (AKP).<\/p>\n

D\u00f6nmez said that SETA\u2019s name was removed from the annual Islamophobia report because the Erdo?an government \u201cis trying to adopt a softer tone towards the West due to the political turmoil and economic tensions inside T\u00fcrkiye \u2014 in the knowledge that Europeans are needed as partners but also as an enemy.\u201d He added that \u201cif you take a look at the Leopold Weiss Institute and the excerpt from the register of associations, then you can easily see that the same actors from the political Islam environment are behind it.\u201d<\/p>\n

The EIR boasts support from seven academic and activist organizations, most of which are tied to leftwing American universities \u2014 principally the University of California at Berkeley. The university affiliations are\u00a0said<\/a>\u00a0to be aimed at giving the EIR a veneer of academic credibility. An FWI investigation of the EIR published in March 2022\u00a0noted<\/a>\u00a0that the Turkish government had \u201cfound a group of American and European scholars and activists willing to promote\u00a0Islamist<\/span>\u00a0propaganda and misinformation in Europe.\u201d<\/p>\n

In 2019, the German Foreign Ministry, in response to an inquiry from German lawmakers,\u00a0stated<\/a>\u00a0that although SETA \u201cpresents itself as independent,\u201d it is, in fact, \u201cclosely connected to the Turkish government and the Turkish secret service.\u201d SETA is used to \u201cdisseminate the views of the current Turkish government in the German language under the guise of science and research,\u201d according to German officials.<\/p>\n

SETA was\u00a0established<\/a>\u00a0in 2005 by ?brahim Kal?n, a top Erdo?an advisor who recently was\u00a0appointed<\/a>\u00a0director of T\u00fcrkiye\u2019s National Intelligence Organization (MIT). Since its founding, SETA\u2019s key leadership positions have been controlled by Erdo?an confidants, including\u00a0Fahrettin Altun<\/a>, who is now T\u00fcrkiye\u2019s Communications Minister,\u00a0Burhanettin Duran<\/a>, a senior foreign policy advisor to the Turkish president, and former Turkish Prime Minister\u00a0Ahmet Davuto?lu<\/a>, who\u00a0believes<\/a>\u00a0that \u201cIslam is Europe\u2019s indigenous religion.\u201d<\/p>\n

According to a German Bundestag report, SETA is\u00a0financed<\/a>\u00a0by the Albayrak clan, which is tied to Erdo?an through kinship. Berat Albayrak, the youngest son of Sadik Albayrak, an octogenarian Turkish journalist and politician, is\u00a0married<\/a>\u00a0to Erdo?an\u2019s daughter Esra. Berat was T\u00fcrkiye\u2019s Finance Minister between 2018 and 2020 while Sadik\u2019s oldest son, Serhat, was SETA\u2019s director.<\/p>\n

Between 2015 and 2017, the European Union\u00a0provided<\/a>\u00a0SETA with more than 100,000 euros as part of the EU-Turkey Civil Society Dialogue (CSD), a program aimed at preparing T\u00fcrkiye for accession to the EU. The European Commission, the EU\u2019s administrative arm, discontinued the funding after it learned that SETA used those funds to publish the EIR. An EU statement\u00a0said<\/a>\u00a0that the Commission had \u201cstopped entrusting\u201d T\u00fcrkiye with the management of EU funds.<\/p>\n

The EIR is co-edited by Farid Hafez and Enes Bayrakli, two academics who have built successful careers within the global \u201canti-Islamophobia\u201d movement. Hafez, who is\u00a0said<\/a>\u00a0to be close to the Muslim Brotherhood, was\u00a0implicated<\/a>\u00a0in Operation Luxor, a high-profile counter-terrorism operation in Austria. Hafez, who now lives in the United States,\u00a0avoided<\/a>\u00a0formal charges after a judge determined there was insufficient evidence to prove that the Muslim Brotherhood is a terrorist organization. Hafez authored the EIR\u2019s Austria chapter, which is sparse on details about \u201cIslamophobia\u201d in the country and reads more like a personal vendetta against former Austrian Prime Minister Sebastian Kurz and other \u201cleading Islamophobes\u201d opposed to the spread of political Islamism in Austria.<\/p>\n

Bayrakli, a\u00a0professor<\/a>\u00a0at the Istanbul-based Turkish-German University, an institution funded by the Turkish state,\u00a0was<\/a>\u00a0until recently SETA\u2019s Director of European Studies. He\u00a0resigned<\/a>\u00a0from that position in 2021 amid a controversy over a SETA report that identified the names of hundreds of foreign journalists perceived to be critical of Erdo?an. A\u00a0self-described<\/a>\u00a0Erdo?an loyalist, Bayrakli\u00a0remains<\/a>\u00a0on the editorial board of\u00a0Communication and Diplomacy<\/em>, an influential policy journal published by the Turkish presidency. He also\u00a0works<\/a>\u00a0with the Turkish Parliament\u2019s so-called Committee on Rising Racism and Islamophobia in Europe.<\/p>\n

After SETA\u2019s extensive links to Erdo?an were\u00a0exposed<\/a>\u00a0by German lawmakers, the EIR in 2020 changed the name of its publisher from SETA to Leopold Weiss Institute, which,\u00a0according<\/a>\u00a0to the EIR, is based in Austria. An\u00a0FWI<\/em>\u00a0investigation found that Leopold Weiss Institute has no website, does not appear in Austrian business registers, and has no tax identification number. An\u00a0excerpt<\/a>\u00a0from Austria\u2019s Central Register of Associations (Zentrale Vereinsregister, ZVR<\/em>) shows that it operates out of a private residence, and that Farid Hafez is the managing director. Top internet search results\u00a0link<\/a>\u00a0Leopold Weiss Institute directly to SETA, as\u00a0does<\/a>\u00a0an EU database.<\/p>\n

Leopold Weiss Institute (Leopold Weiss was a 20th century Austro-Hungarian-born Jew who converted to Islam and sought to become a \u201cmediator\u201d between \u201cIslam and the West\u201d) exists in name only and appears aimed at obscuring SETA\u2019s continuing role in producing the annual EIR.<\/p>\n

In an illuminating Twitter exchange, Sweden\u2019s renowned counter-terrorism expert Magnus Ranstorp\u00a0wrote<\/a>\u00a0that the Leopold Weiss Institute is completely fictitious and a cover for SETA. EIR co-editor Hafez countered that the EIR is no longer published by SETA. \u201cYou are lying,\u201d Hafez\u00a0replied<\/a>. \u201cThe @islamophobiaEIR is not published by this institution [SETA].\u201d Ranstorp\u00a0referred<\/a>\u00a0Hafez to an in-depth\u00a0investigation<\/a>\u00a0of the EIR by the Swedish newspaper\u00a0Flamman<\/em>, which documented SETA\u2019s links to the Leopold Weiss Institute.<\/p>\n

Ranstorp\u00a0described<\/a>\u00a0the EIR as \u201cpseudo-scientific\u201d and the \u201cacademization of disinformation.\u201d He\u00a0added<\/a>\u00a0that the EIR \u201chas consistently been an illustration and case of foreign state influence operation, in this case T\u00fcrkiye.\u201d After Hafez again insisted that SETA was no longer involved in producing the EIR, Ranstorp\u00a0wrote<\/a>: \u201cPublishing EIR reports with SETA for 5-6 years and co-hosting with CageUK [an activist group that\u00a0defends<\/a>\u00a0jihadists] equals no academic credibility. Current publisher is Leopold Weiss Institute which is \u2026 you and your wife.\u201d<\/p>\n

The director of Stockholm University\u2019s Institute for Turkish Studies, Paul Levin,\u00a0said<\/a> that Erdo?an uses the EIR as part of a \u201cdeliberate strategy\u201d to \u201cpoliticize the issue of Islamophobia.\u201d \u201cSETA can be described as the AKP\u2019s propaganda arm. The Turkish government, in a very organized way, uses \u2018Islamophobia\u2019 to counter criticism. The EIR is an example of that.\u201d<\/p>\n
