<\/p>\n

Islamists Help German Government Produce Report about \u2018Anti-Muslim Hostility\u2019<\/h3>\n

A new report about \u201canti-Muslim hostility\u201d commissioned by the German government has faced a barrage of criticism after it was revealed that\u00a0Islamist<\/span> groups linked to Iran and Turkey were involved in producing the document.<\/p>\n

Unsurprisingly, the long-awaited report paints a highly distorted picture of Muslim discrimination in Germany: It brands virtually all criticism of Islam or\u00a0Islamism<\/span>\u00a0as \u201canti-Muslim hostility\u201d and reprimands German lawmakers and even reformist Muslims who oppose the spread of Islamism in Germany.<\/p>\n

Fatina Keilani, Berlin bureau chief of the\u00a0Neue Z\u00fcrcher Zeitung<\/em>,\u00a0noted<\/a>\u00a0that the report \u201cregards almost every critical statement about Islam as anti-Muslim\u201d although \u201cspeech and counter-speech, criticism and counter-argument are essential to a free society.\u201d German lawmaker Christoph de Vries told\u00a0Focus on Western Islamism<\/em>\u00a0(FWI) that the report is \u201cone-sided\u201d and \u201clooks more like an activist position paper than a balanced expert report.\u201d He added that the report \u201cgives the impression that criticism of Islam and Islamism should be completely suppressed.\u201d<\/p>\n

The 400-page\u00a0report<\/a>\u00a0\u2014 \u201cAnti-Muslim Hostility \u2013 A German Balance Sheet 2023\u201d (Muslimfeindlichkeit \u2013 Eine deutsche Bilanz 2023<\/em>) \u2014 was produced by the so-called Independent Group of Experts on Anti-Muslim Hostility (Unabh\u00e4ngigen Expertenkreis Muslimfeindlichkeit, UEM<\/em>) under the auspices of Germany\u2019s Interior Ministry. The twelve-member UEM was\u00a0commissioned<\/a>\u00a0in September 2020 by the government of former chancellor Angela Merkel after a rightwing extremist\u00a0shot and killed<\/a>\u00a0nine immigrants at a Shisha bar in Hanau in February 2020.<\/p>\n

Foreign Influence<\/strong><\/p>\n

An investigation by the German newspaper\u00a0Die Welt<\/em>\u00a0revealed<\/a>\u00a0that Islamist groups with ties to Iran and Turkey were heavily involved in producing the report. The UEM consulted with representatives of the Islamic Community of Shiite Organizations in Germany (Islamischen Gemeinschaft der schiitischen Gemeinden Deutschland, IGS<\/em>), an umbrella group representing more than 150 Shiite mosques in Germany.<\/p>\n

Germany\u2019s domestic intelligence agency, the Federal Office for the Protection of the Constitution (Bundesamt f\u00fcr Verfassungsschutz, BfV<\/em>),\u00a0states<\/a>\u00a0that IGS is controlled by the Islamic Center of Hamburg (Islamischen Zentrums Hamburg, IZH<\/em>). German intelligence\u00a0describes<\/a>\u00a0the IZH as a leading \u201cpropaganda center\u201d of the Islamic Republic of Iran in Europe that is\u00a0dedicated<\/a>\u00a0to \u201cexporting the Islamic Revolution.\u201d The IZH is well known for spreading \u201canti-Western, anti-Semitic, and anti-Israel extremist ideology.\u201d<\/p>\n

Another Islamist group involved in producing the \u201canti-Muslim hostility\u201d report is the Cologne-based FAIR International (Federation Against Injustice and Racism), which is closely tied to the Islamic Community Milli G\u00f6r\u00fcs (Islamischen Gemeinschaft Milli G\u00f6r\u00fcs, IGMG<\/em>). Milli G\u00f6r\u00fcs (Turkish for \u201cNational Vision\u201d) is a Turkish nationalist political and religious movement that is\u00a0strongly opposed<\/a>\u00a0to Muslim integration into European society. It promotes the introduction of a \u201cjust order\u201d that would replace the existing order of Western civilization.<\/p>\n

Other Islamist groups involved in producing the report are: the Turkish-Islamic Union for Religious Affairs (DITIB), a branch of the Turkish government\u2019s Ministry of Religious Affairs, known in Turkish as\u00a0Diyanet<\/em>; the Central Council of Muslims in Germany (Koordinationsrat der Muslime, KRM<\/em>), which, in addition to DITIB, includes the Central Council of Muslims (Zentralrat der Muslime in Deutschland, ZMD<\/em>) and the Islamic Council (Islamrat<\/em>); and the Hamburg-based Insan association, which\u00a0according<\/a>\u00a0to German intelligence, is close to the Muslim Brotherhood.<\/p>\n

Accusation with No Definition<\/strong><\/p>\n

The report begins with a 20-page chapter that attempts to explain why the UEM uses the term \u201canti-Muslim hostility\u201d (Muslimfeindlichkeit<\/em>) rather than the more conventional term \u201cIslamophobia<\/span>.\u201d It admits that \u201cthere is no consensus\u201d on the definition of \u201canti-Muslim hostility,\u201d which is subject to a \u201cdiversity of concepts,\u201d including \u201cIslamophobia and anti-Muslim racism.\u201d The report explains that \u201canti-Muslim hostility\u201d includes any \u201cmanifestations\u201d or \u201cpublic expressions\u201d in which Muslims are \u201cmade to be socially different by ascribing negative characteristics to them.\u201d<\/p>\n

The report goes on to identify alleged \u201canti-Muslim hostility\u201d in all aspects of German society, including in politics, the media and culture. In Chapter 4, the report brands as \u201canti-Muslim hostility\u201d all public debates about Islamic headscarves, honor killings, migrant rape gangs, clan violence, cartoons, the construction of mosques and political Islam. The report calls for the implementation of wide-ranging recommendations, including interference with press freedom, to combat alleged anti-Muslim narratives.<\/p>\n

Honest Discussion of Islamism Not Allowed<\/strong><\/p>\n

The head of the Frankfurt Research Center on Global Islam, Susanne Schr\u00f6ter, told FWI that the report \u201cfollows the strategies of the Islamo-Left, which for years has tried to denounce as anti-Muslim any criticism of Islamism or the downside of immigration from Muslim countries.\u201d She said that \u201cthe factuality of grievances is denied, be it extremist ideologies, clan crime, honor killings or sexual assaults,\u201d and \u201canyone who names them is considered anti-Muslim.\u201d<\/p>\n

Schr\u00f6ter continued that the concept of \u201canti-Muslim hostility\u201d stems from post-colonial theory, which\u00a0claims<\/a>\u00a0that white people are fundamentally racist. \u201cThe report goes in a similar direction and alleges that every second person in Germany is anti-Muslim, i.e., racist with regard to Muslims.\u201d She added: \u201cThat alone is an audacious assertion, and one must seriously ask what makes a federal minister [German Interior Minister Nancy Faeser] join in such insults to the German population.\u201d In September 2022, Faeser inexplicably\u00a0dissolved<\/a>\u00a0the so-called Expert Group on Political Islamism (Expertenkreis Politischer Islamismus<\/em>) \u2014 opting instead to fight \u201cIslamophobia.\u201d<\/p>\n

Christoph de Vries, a member of the German Bundestag for the opposition Christian Democratic Union (CDU) told FWI that the \u201creclassification\u201d of \u201cIslamophobia\u201d as \u201canti-Muslim hostility\u201d seeks to \u201cportray Muslims exclusively as victims.\u201d Critics of Islam or Islamism \u201care thus very quickly branded racists, a racism that is believed to be located in a large part of mainstream society,\u201d he said. \u201cThere is no real evidence for this, but the report uses a hodgepodge of quotations, which are often taken out of context, in an attempt to prove this thesis.\u201d<\/p>\n

De Vries, who has led legislative efforts to outlaw taxpayer funding of Islamist groups, noted that the report treats his party\u2019s parliamentary motion to combat the financing of Islamism as an example of \u201canti-Muslim hostility.\u201d He warned that \u201cthis form of confrontation with democratic parties, but also well-known experts on Islamism, is an unacceptable crossing of the line.\u201d<\/p>\n

One of the Islamism experts targeted by the report is Sigrid Herrmann, a well-known biologist-turned-blogger who has frequently advised the German government on the activities and structures of Islamist groups in the country. The report accuses her of \u201canti-Muslim hostility.\u201d<\/p>\n

Legal Action Pending<\/strong><\/p>\n

On August 16, Herrmann, who operates the blog \u201cIslamism and Society<\/a>\u201d and is regularly quoted by German media,\u00a0announced<\/a>\u00a0that she was taking legal action against Germany\u2019s Interior Ministry for publishing \u201cfalse factual claims\u201d about her and for violating her \u201cfundamental rights\u201d and \u201cfreedom of expression.\u201d She is demanding injunctive relief, which would require the Interior Ministry to withdraw the report and correct the errors. The Interior Ministry has\u00a0rejected<\/a>\u00a0responsibility for the content of the report. It insists that the UEM is independent of the government.<\/p>\n

Herrmann, who has set up a\u00a0GoFundMe<\/a>\u00a0account to help cover her legal costs, told FWI that the fundamental issue is whether the Interior Ministry, which is bound by the German constitution, can appoint a body that is not subject to the same rules. \u201cIs the UEM allowed to publish its views under the name of the ministry without respecting the rights of named citizens?\u201d She said the issue is about \u201ccivil rights.\u201d<\/p>\n

Islamists<\/span>\u00a0Control Discourse<\/strong><\/p>\n

The prominent German-Jewish author Henryk Broder is also taking legal action against the Interior Ministry. The \u201canti-Muslim hostility\u201d report claims that he \u201cgenerally demonizes Muslims as ignorant, honor-obsessed, bloodthirsty hordes.\u201d Broder\u2019s lawyer, Joachim Steinh\u00f6fel, has\u00a0requested<\/a>\u00a0an injunction to prevent that allegation from being distributed. \u201cThe fact that violations of personal rights should be permitted by merely spreading them is a very idiosyncratic interpretation of our fundamental rights, by the ministry responsible for protecting the constitution, of all things,\u201d he\u00a0said<\/a>. A decision by the Administrative Court of Berlin is pending.<\/p>\n

Herrmann told FWI that the UEM\u2019s decision to invite Islamist groups to participate in the \u201canti-Muslim hostility\u201d report was deliberate and \u201crather strategic.\u201d The report \u201ctakes a protective stance vis-\u00e0-vis Islamist structures and organizations\u201d because the German government wants to \u201cpartially cooperate\u201d with them. De Vries added that the report \u201cis evidence of the extent to which narratives introduced by Islamists now determine the discourse in Germany.\u201d<\/p>\n

Schr\u00f6ter warned that the report\u2019s long list of recommendations \u201creads like a manual for instituting censorship.\u201d Since criticizing Islam and Islamism \u201cis considered racist and anti-democratic, politicians are called upon to prevent this,\u201d she said. \u201cIt doesn\u2019t take much imagination to appreciate that state repression measures, including legal prosecution, can result from this.\u201d<\/p>\n
