Germany\u2019s Dual-Citizenship Reform Creates Pathway for Islamist Party<\/strong><\/h3>\n

A German government plan to ease citizenship requirements for millions of Turkish immigrants could lead to the creation of Germany\u2019s first national Islamist party, German lawmakers are warning. Such a party, they say, would be controlled by Turkish President Recep Tayyip Erdogan and allow him to extend his already considerable influence in Germany into the Bundestag, the federal parliament.<\/p>\n

The so-called Law on Citizenship Reform (Staatsangeh\u00f6rigkeitsreform<\/em>), approved<\/a> by the German Cabinet in August 2023, would allow<\/a> non-EU immigrants to become naturalized German citizens without having to renounce other citizenships or give up their old passports. It would also substantially reduce the time in which immigrants are eligible for German citizenship \u2014 from eight years currently to five years, and in some cases, just three years.<\/p>\n

The legislation, which is aimed at tackling Germany\u2019s\u00a0labor shortage<\/a>\u00a0by making the country a more attractive destination for foreign workers, underwent last-minute\u00a0modifications<\/a>\u00a0in December. It is now moving through the Bundestag, where it will be voted on in coming weeks. The new law could take effect as early as April 2024.<\/p>\n

Germany\u2019s Interior Minister, Nancy Faeser, has defended the plan,\u00a0saying<\/a>\u00a0her aim is to ensure that \u201cpeople who have long been part of our society can also democratically shape our country.\u201d<\/p>\n

Not everyone is happy about the reform. Alexander Throm, domestic policy spokesman for the Christian Democratic Union (CDU), Germany\u2019s main opposition party,\u00a0noted<\/a>\u00a0that the new law will enable more than 2.5 million mostly Turkish immigrants to immediately obtain German citizenship. \u201cThis will not only massively change our demographics, but also the voter structure,\u201d he\u00a0warned<\/a>\u00a0in an interview with\u00a0Bild<\/em>, Germany\u2019s largest newspaper.<\/p>\n

Throm added that the citizenship changes would create a huge potential voter pool for\u00a0Islamists<\/span> tied to Erdogan\u2019s Justice and Development Party (AKP). \u201cWe have to prepare ourselves for the fact that a German branch of Erdogan\u2019s AKP will soon sit in the German Bundestag,\u201d he said.<\/p>\n

If 2.5 million Muslims in Germany were to vote for such a party, they could easily break the five percent electoral threshold\u00a0required<\/a>\u00a0for parties to be eligible to enter the Bundestag. The \u201cvoter potential is there,\u201d\u00a0said<\/a>\u00a0Hermann Binkert, head of the INSA polling institute. \u201cWith two and a half million votes you can overcome the five percent hurdle in a federal election,\u201d he said. Germany is home to at least 5.5 million Muslims,\u00a0according<\/a>\u00a0to Germany\u2019s Interior Ministry.<\/p>\n

Erdogan, a tireless propagator<\/a>\u00a0of political Islam in Europe, expends substantial resources to exert influence over the\u00a0three-million-strong<\/a>\u00a0Turkish diaspora in Germany, especially through his control of nearly a thousand mosques in the country.<\/p>\n

Eren G\u00fcvercin, a specialist on Turkish Islam in Germany, told\u00a0Focus on Western\u00a0Islamism<\/span><\/em>\u00a0(FWI<\/em>) that Erdogan\u2019s principal aims are to influence German politics, spy on political opponents and garner diaspora votes to keep himself in power. This includes preventing the integration of a younger generation of Turks into German society. Erdogan has been successful: around two-thirds of voting-age Turks in Germany cast<\/a>\u00a0their ballot for him in the Turkish presidential elections held in 2023.<\/p>\n

Seyran Ates, a Turkish-born German lawyer who founded the Berlin-based Ibn Ruschd-Goethe Mosque, Germany\u2019s first and only liberal mosque, said that the founding of an Islamist party in Germany with links to the AKP \u201chas been in preparation for a long time.\u201d In an interview<\/a> with WELT TV, she noted that \u201cErdogan is a politician who thinks long term. He plans for the next 20 or 25 years.\u201d<\/p>\n

Ates predicted<\/a> that an AKP-linked Islamist party would \u201ceasily overcome the five percent hurdle and become immediately relevant in German politics.\u201d She added that many AKP loyalists \u2014who are already active in German politics and understand how the German political system works \u2014 would likely abandon their existing party affiliations and work closely with Erdogan to build the new Islamist party into a \u201csubstantial political force.\u201d<\/p>\n

Germany\u2019s domestic intelligence agency (Bundesamt f\u00fcr Verfassungsschutz, BfV<\/em>) has been warning for at least two decades that Islamists in Germany are seeking to create their own political party through \u201cmassive use of naturalization.\u201d<\/p>\n

In its 2003 annual report, the BfV\u00a0stated<\/a>\u00a0that Turkish Islamist groups were asking their followers to acquire German citizenship to enable \u201cthe exercise of greater political influence.\u201d It added that Islamists were not only providing administrative support to help their members apply for citizenship, but also filing \u201cuniform and coordinated lawsuits\u201d to overturn rejections of naturalization applications.<\/p>\n

The BfV\u00a0said<\/a>\u00a0that Islamists seek citizenship to \u201creceive all the rights of German citizens, which would strengthen their socio-political position, but above all to be protected from deportations.\u201d<\/p>\n

The report\u00a0concluded<\/a>\u00a0that Islamists were pursuing a \u201cdual strategy\u201d to increase their influence in Germany. In public, they were presenting themselves as \u201cmoderate and open to dialogue\u201d while in private they were \u201cagitating against Western democratic values based on an Islamist interpretation of the Quran and Sharia.\u201d<\/p>\n

Previous attempts to establish Islamist parties in Germany have fared poorly. The Islamic Party of Germany (Islamische Partei Deutschlands, IPD<\/em>) was\u00a0created<\/a>\u00a0in Munich in 1998 but it failed to establish a substantial following and was\u00a0abandoned<\/a>\u00a0in 2002. The Islam Party Germany (Islam Partei Deutschland, IPD<\/em>), which was\u00a0founded<\/a>\u00a0in Berlin in 2023 and claims to \u201cstand for modern Islam, especially for children\u2019s and women\u2019s rights,\u201d appears to be little more than a website.<\/p>\n

The closest approximation to an Islamist party in Germany today is the Alliance for Innovation and Justice (B\u00fcndnis f\u00fcr Innovation und Gerechtigkeit, BIG<\/em>), which was\u00a0established<\/a>\u00a0in Cologne in 2010 and is dedicated to running Muslim candidates in state and municipal elections. BIG, which promotes multiculturalism and advocates for immigrant rights, has long been suspected of being a German branch of the AKP. A flowchart\u00a0published<\/a>\u00a0by the German newsmagazine\u00a0Der Spiegel<\/em> documents BIG\u2019s many links to Erdogan and the AKP. BIG, which Der Spiegel<\/em> describes as \u201cErdogan\u2019s lobby group,\u201d has around 2,000 members and remains far from breaking into German politics at the federal level.<\/p>\n

G\u00fcvercin said that previous attempts to establish an Islamist party in Germany have failed because, until now, Turkish citizens are not allowed to vote in Germany. The new citizenship law would change that. It would enable Erdogan to create an Islamist Trojan Horse in German politics.<\/p>\n
