Erdogan’s German Mosques Praise Hamas’s October 7 Massacre<\/h3>\n

Turkish government-controlled mosques in Germany have long incited Muslims against Germany and the West in general. Since Oct. 7, they have openly praised the Hamas massacre of 1,200 Israelis to inflame hatred against Jews and Israel. This in turn has spurred calls on the German government to intervene.<\/p>\n

The Turkish government\u2019s Directorate for Religious Affairs (known in Turkish as Diyanet<\/em>) comes under the direct control of T\u00fcrkiye\u2019s President Recep Tayyip Erdogan. He operates<\/a> more than 900 mosques in Germany through the Cologne-based Turkish-Islamic Union for Religious Affairs<\/a> (T\u00fcrkisch-Islamische Union der Anstalt f\u00fcr Religion, DITIB<\/em>), one of the largest Islamist organizations in Germany. Every week, Diyanet<\/em> circulates recommended Friday-prayer sermons for DITIB mosques.<\/p>\n

The chances of local mosques not broadcasting the texts in one form or another is low given their reliance on Turkish funds to operate. DITIB\u00a0pays<\/a>\u00a0the salaries of around 1,000 Turkish imams in Germany. Those clerics have been trained at state-run theological seminaries in T\u00fcrkiye and the government sends them to Germany for five-year stints. The imams answer directly to religious attach\u00e9s (Religionsattach\u00e9s<\/em>) at Turkish consulates across Germany.<\/p>\n

Frequently\u00a0referred<\/a> to as an \u201cextended arm\u201d of the Turkish state, DITIB serves Erdogan to influence the three-million-strong<\/a> Turkish diaspora in Germany. (Erdogan also uses Diyanet<\/em>\u00a0to influence the Turkish diaspora in Austria, Belgium, France, Sweden and the Netherlands.) An investigative report by the German newspaper\u00a0Die Welt<\/em><\/a>\u00a0found that Turkish imams in Germany \u2014 many of whom do not speak German \u2014 are effectively Turkish civil servants who do the\u00a0bidding<\/a>\u00a0of the Turkish government and ensure that\u00a0Diyanet<\/em>\u00a0exerts political and theological influence over German mosques.<\/p>\n

Oct. 7 has exacerbated this long-standing problem. On Oct. 13, the first Friday after Hamas\u2019s bloodbath, the\u00a0Diyanet<\/em>\u00a0sermon\u00a0described<\/a>\u00a0Israel as a \u201crusty dagger stuck in the heart of Islamic geography.\u201d It went on to justify the massacre by accusing Israel of \u201cdamaging the reputation of Jerusalem\u201d and \u201cviolating the sanctity\u201d of Al-Aqsa Mosque. The\u00a0Diyanet<\/em>\u00a0sermon for Oct. 20\u00a0claimed<\/a>\u00a0Israel had perpetrated \u201cone of the greatest atrocities in human history\u201d in Gaza, where it allegedly was \u201cbrutally murdering innocent people, including babies, children, women and the elderly.\u201d<\/p>\n

The Oct. 27 sermon\u00a0branded<\/a>\u00a0Israelis as \u201cunscrupulous murderers\u201d committing an \u201cunprecedented genocide\u201d in Gaza. It found that Jews \u201cdraw their courage\u201d from \u201cthe silence and disunity of the Ummah [the global Muslim community] of the Prophet Mohammed.\u201d It called on individual Muslims to respond: \u201cIf people see the injustice of a tyrant but do not act against it, Allah will inevitably punish them. Help us against the infidels.\u201d<\/p>\n

The Nov. 24 sermon\u00a0accused<\/a>\u00a0Israel of committing \u201cgreat evil\u201d and inflicting \u201call kinds of violence on our Palestinian brothers.\u201d It called Jews \u201ccriminals without conscience\u201d who are \u201ccommitting a great genocide in Gaza, without distinguishing between women, children and the elderly.\u201d The Dec. 1 sermon\u00a0accused<\/a>\u00a0\u201cZionist oppressors\u201d of \u201ccommitting a total genocide against our Palestinian brothers, women, children, elderly and disabled.\u201d It stated that \u201cpreventing this oppression is the common duty of all humanity\u201d and called for \u201cAllah\u201d to \u201cbring victory\u201d to \u201cour Palestinian brothers.\u201d<\/p>\n

Diyanet chief Ali Erbas, an Erdogan acolyte who serves as DITIB\u2019s de facto religious leader, has spearheaded this antisemitism. For example, he called<\/a>\u00a0Oct. 7 a \u201cmilestone\u201d and said that\u00a0Diyanet<\/em>\u00a0has endeavored in all Friday sermons since then to \u201csupport our brothers in Palestine, to condemn the massacres of the oppressor occupier Israel, to announce them to the whole world and to invite humanity to stop this massacre.\u201d<\/p>\n

The hostility broadcast by Turkish mosques closely echoes the rhetoric of Erdo?an, who since Oct. 7 has\u00a0defended<\/a>\u00a0Hamas as a \u201cliberation group,\u201d\u00a0branded<\/a>\u00a0Israel as a \u201cterror state,\u201d and\u00a0described<\/a> retaliatory strikes by the Jewish state as \u201cwar crimes.\u201d During an official visit to Germany on Nov. 17, Erdogan condemned<\/a>\u00a0Berlin\u2019s support for Israeli \u201cmassacres\u201d in Gaza and\u00a0insinuated<\/a>\u00a0that Germany is unable to criticize the Jewish state because of the Holocaust. German Chancellor Olaf Scholz\u00a0defended<\/a>\u00a0Israel\u2019s right to self-defense and\u00a0dismissed<\/a> Erdogan\u2019s accusations as \u201cabsurd.\u201d Scholz, however, has refused to clamp down on Erdogan\u2019s subversive activities in Germany \u2014 especially his antisemitic incitement in German mosques.<\/p>\n

Others are calling for just such a clampdown. Volker Beck, a former German member of parliament and now president of the German-Israel Society (Deutsch-Israelische Gesellschaft, DIG<\/em>),\u00a0called<\/a>\u00a0on the German government to revoke the residence permits of all\u00a0Diyanet<\/em>\u00a0imams in Germany. \u201cDiyanet<\/em>\u00a0incites hatred of Israel,\u201d he\u00a0said<\/a>\u00a0in a statement. \u201cThe false accusation of genocide legitimizes all violent actions against the alleged Israeli oppressors. This is nothing other than inciting violence and terror.\u201d Beck added that even if local imams tone down\u00a0Diyanet\u2019s<\/em> rhetoric, \u201cAli Erbas\u2019s attitude is carried into German society by his employees.\u201d<\/p>\n

German member of parliament Jens Spahn (CDU)\u00a0demanded<\/a> that Germany\u2019s Interior Minister Nancy Faeser stop issuing visas to Turkish imams. \u201cIt is no longer acceptable that most mosques in Germany are financed from abroad and that imams are Turkish state employees,\u201d he said in an interview<\/a>\u00a0with\u00a0Westdeutsche Allgemeine Zeitung<\/em>. \u201cWe need German mosque communities, not Turkish ones. It is high time to end Turkish state financing of German mosques.\u201d<\/p>\n

Eren G\u00fcvercin, a specialist on Turkish Islam in Germany, told\u00a0Focus on Western\u00a0Islamism<\/span><\/em>\u00a0(FWI<\/em>) that the German government is reluctant to confront the problem for fear of provoking Erdo?an into reopening the floodgates of mass migration to Europe. He noted that Berlin\u2019s relations with T\u00fcrkiye \u201crepeat the same mistake\u201d of appeasement that it made with Russia. \u201cBy failing to confront Erdogan, Germany, ultimately, undermines its own interests as well as those of Turkish Muslims who are integrated into German society and oppose Erdogan\u2019s efforts to control them.\u201d<\/p>\n

G\u00fcvercin, co-founder of the Berlin-based\u00a0Alhambra Society<\/a>, an association of liberal Muslims, told\u00a0FWI<\/em> that Erdogan would strongly resist any attempts to reduce his influence in German mosques because Turkish-Germans represent an important voter block. \u201cIn tight elections, such as the ones held in May 2023, the 1.4 million voting-age Turks living in Germany could determine the outcome.\u201d<\/p>\n

Maintaining control over German mosques is also key to Erdogan\u2019s effort to keep Germany\u2019s Turks seeing themselves as Turks first. \u201cGermany is home to the largest Turkish diaspora in the world and Erdogan uses the mosques to thwart the integration of Turks, especially among the younger generation, into German society,\u201d G\u00fcvercin said.<\/p>\n

Since Oct. 7, it has been \u201cclearer than ever\u201d that Germany\u2019s \u201cprevious strategy of \u2018change through proximity\u2019 in dealing with DITIB has failed\u201d and that \u201cDITIB must break away from the Turkish state in terms of personnel, structure and finances,\u201d G\u00fcvercin said. He concluded: \u201cIt cannot be that\u00a0Diyanet<\/em>, and thus the Turkish state, shape Muslim life in Germany more than we German Muslims and our federal government.\u201d<\/p>\n

Murat Kayman, a former legal counsel for DITIB\u00a0asked<\/a>: \u201cWill the DITIB in Cologne ever be able to publish a Friday sermon, and have it read in its mosques, that reaffirms Israel\u2019s right to exist, outlaws Hamas as a terrorist organization and shows solidarity with the Jews in Germany? We will most likely never experience that.\u201d<\/p>\n
