A new German Islamist party that is close to Turkish President Recep Tayyip Erdogan has obtained authorization from Germany\u2019s Federal Election Committee to participate in upcoming elections for the European Parliament.<\/em><\/p>\n

Erdogan\u2019s New Islamist Party in Germany<\/h3>\n

A new German Islamist party that is close to Turkish President Recep Tayyip Erdogan has obtained authorization to participate in upcoming elections for the European Parliament from Germany\u2019s Federal Election Committee (Bundeswahlausschuss<\/em>). The controversial decision offers Erdogan and his affiliates in Germany an unprecedented opportunity to establish a foothold within the main organs of the European Union \u2014 from where they can expand their influence, spread propaganda, and propagate political Islam.<\/p>\n

The Democratic Alliance for Diversity and Awakening (Demokratische Allianz f\u00fcr Vielfalt und Aufbruch, DAVA<\/em>), which was founded in Germany in January 2024 by political operatives with longstanding ties to Erdogan and his AKP (Justice and Development) party, has been variously described as the Turkish president\u2019s \u201cmouthpiece,\u201d \u201coffshoot,\u201d and \u201cextended arm.\u201d<\/p>\n

DAVA, which aims to fight \u201cIslamophobia<\/span>\u201d and promote \u201ctraditional [Islamic] values,\u201d caters to the sizeable Turkish community in Germany, where 2.5 million Muslims currently have the right to vote. When\u00a0changes<\/a>\u00a0to Germany\u2019s citizenship law (Staatsangeh\u00f6rigkeitsreform<\/em>) enter into effect, another 2.5 million mostly Turkish immigrants will become eligible to vote, giving DAVA a potential voter base of around 5 million.<\/p>\n

Interestingly enough, the organization\u2019s name \u2013 DAVA \u2013 has the same spelling of the Turkish word\u00a0dava<\/em>, a cognate of the Arabic term\u00a0da\u2019wa<\/em> which describes the act of inviting non-Muslims to Islam. Moreover, Erdogan often uses<\/a>\u00a0dava<\/em>\u00a0to mean \u201cthe right way\u201d or \u201cour cause.\u201d In an interview with the German newsmagazine\u00a0Der Spiegel<\/em>, Caner Aver, an expert on German-Turkish relations,\u00a0said<\/a>\u00a0that the \u201cambiguity of the party name is certainly intentional.\u201d<\/p>\n

DAVA\u2019s chairman is Mehmet Teyfik \u00d6zcan, a 36-year-old Turkish-German lawyer who is a frequent\u00a0contributor<\/a>\u00a0to the Turkish state broadcaster TRT, which has been\u00a0described<\/a>\u00a0as a propaganda mill for the Turkish government. \u00d6zcan, a former member of Germany\u2019s center-left Social Democratic Party (SPD), frequently\u00a0pushes<\/a>\u00a0a victim narrative that highlights the grievances of Turkish immigrants in Germany.<\/p>\n

In an interview with the German media network RND, \u00d6zcan\u00a0said<\/a> that DAVA has \u201cno contacts with the Erdogan government or other foreign governments.\u201d He added that DAVA\u2019s participation in the European elections are aimed at gauging \u201cto what extent we can mobilize our potential voters\u201d so that the party \u201ccan stand in the federal election next year. We then want to establish ourselves nationwide.\u201d<\/p>\n

DAVA\u2019s top candidate is\u00a0Fatih Zingal<\/a>, a Turkish-German lawyer and former spokesman for the Union of International Democrats (Union Internationaler Demokraten, UID<\/em>), a Turkish NGO that operates in several European countries. Germany\u2019s interior ministry has\u00a0described<\/a>\u00a0UID as a lobby organization for Turkey\u2019s ruling AKP party, and Germany\u2019s federal domestic intelligence agency\u00a0monitors<\/a>\u00a0UID for allegedly engaging in anti-constitutional activities.<\/p>\n

Second on DAVA\u2019s list of candidates is\u00a0Ali Ihsan \u00dcnl\u00fc<\/a>, a 65-year-old German-Turkish physician and\u00a0former secretary-general<\/a>\u00a0of the Cologne-based\u00a0Turkish-Islamic Union for Religious Affairs<\/a>\u00a0(T\u00fcrkisch-Islamische Union der Anstalt f\u00fcr Religion, DITIB<\/em>). The DITIB, part of the Turkish government\u2019s Directorate for Religious Affairs (known in Turkish as\u00a0Diyanet<\/em>) that is directly controlled by Erdogan, operates<\/a>\u00a0more than 900 mosques in Germany. Frequently\u00a0referred<\/a> to as an \u201cextended arm\u201d of the Turkish state, DITIB is a powerful politico-religious vehicle that allows Erdogan to influence the three-million-strong Turkish diaspora in Germany.<\/p>\n

DAVA\u2019s third candidate is\u00a0Mustafa Yoldas<\/a>, a 53-year-old Turkish-German doctor who has been investigated by Germany\u2019s interior ministry for \u201csupporting Hamas and its affiliated organizations.\u201d He was chairman of the Frankfurt-based International Humanitarian Aid Organization (Internationale Humanit\u00e4re Hilfsorganisation, IHH<\/em>) until it was\u00a0banned<\/a> by the German government for \u201csupporting the terrorist organization Hamas.\u201d Yoldas is a longtime member<\/a> of Milli G\u00f6r\u00fcs (Islamischen Gemeinschaft Milli G\u00f6r\u00fcs, IGMG<\/em>), which seeks to transform Turkey into an Islamic state and is also the largest Islamist group in Germany.<\/p>\n

Another DAVA candidate is\u00a0Yonca Kayaoglu<\/a>, a 25-year-old Turkish-German engineering graduate who is a former chairwoman of the UID youth wing in Baden-W\u00fcrttemberg. Kayaoglu, who has\u00a0met<\/a> Erdogan several times, says<\/a>\u00a0her aim is to fight for \u201ccomprehensive anti-discrimination and anti-racism legislation\u201d and a \u201cpragmatic and ideology-free refugee policy.\u201d In an interview with\u00a0Bild<\/em>\u00a0newspaper, Eren G\u00fcvercin, an expert on German-Turkish relations,\u00a0said<\/a>\u00a0that Kayaoglu \u201ccomes from the classic conservative-religious AKP milieu.\u201d<\/p>\n

Lawmakers from across Germany\u2019s political spectrum have sounded the alarm about DAVA and appear ready to form a cordon sanitaire against the new party. Christoph de Vries, a parliamentarian with the center-right Christian Democratic Union (CDU), told\u00a0Focus on Western Islamism<\/em>\u00a0(FWI) that DAVA\u2019s electoral strategy is \u201cto portray Muslims as victims of a racist majority society and to act as representatives of their interests.\u201d The federal government, he said should \u201cunder no circumstances take this party formation lightly,\u201d and stressed: \u201cI believe it is urgent that our security authorities closely monitor all activities of this party and intervene if the Turkish government exerts direct influence.\u201d<\/p>\n

Seyran Papo, a German-Turkish lawmaker with the CDU,\u00a0said<\/a>\u00a0she was concerned that leading members of DAVA are \u201craising doubts\u201d about their loyalty to the German Constitution. \u201cWe do not need any indirect influence from foreign forces on politics in Germany and Europe,\u201d she added.<\/p>\n

The leader of Germany\u2019s center-left Social Democratic Party (SPD), Saskia Esken,\u00a0said<\/a>\u00a0that \u201cit is important that we make it clear to our fellow citizens of Turkish origin that Germany belongs together.\u201d She\u00a0warned<\/a> against allowing \u201cthe divisive tendencies of Recep Tayyip Erdogan\u201d to play a role in German politics. Another SPD lawmaker, Derya T\u00fcrk-Nachbaur, warned<\/a> that DAVA should be \u201cconstantly scrutinized, not only over its financing, but also for possible political influence by Erdogan.\u201d<\/p>\n

Sevim Dagdelen, a far-left German-Turkish member of the Bundestag, said<\/a> that German government policy has, through its policy of \u201ccoddling\u201d Erdogan, and by supporting Islamist mosque associations like DITIB, \u201chelped to strengthen the very structures from which DAVA apparently intends to draw voters in order to establish the AKP strategy of a secondary foreign policy.\u201d She warned that \u201cDAVA de facto acts like a foreign mission of the Islamist-fascist AKP\/MHP [Nationalist Movement Party] coalition in Turkey and is apparently aimed at mobilizing AKP supporters in Germany.\u201d<\/p>\n

DAVA leaders\u00a0say<\/a> the European elections, which will be held in Germany on June 9, 2024, are a trial run for German federal elections that will be held on or before October 25, 2025. DAVA is seeking around 300,000 votes (about 0.65% of the vote), which would give it a seat in the European Parliament and overcome the 0.5 percent hurdle to obtain German taxpayer funding for the party. By comparison, Erdogan won<\/a>\u00a0around 500,000 votes (or 67% of those who voted) from Turkish immigrants in Germany in the Turkish presidential election in May 2023.<\/p>\n

In an\u00a0interview<\/a>\u00a0with TRT Deutsch, DAVA\u2019s lead candidate, Zingal, said that \u201cwe are doing pioneering work here\u201d and that \u201cour movement will establish itself in the medium and long term in such a way that it will become an important political player in Germany.\u201d<\/p>\n

G\u00f6kay Sofuoglu, chairman of the Turkish Community in Germany (T\u00fcrkische Gemeinde in Deutschland, TGD<\/em>),\u00a0told<\/a>\u00a0the media outlet RND that he sees \u201cno reason to panic\u201d because \u201ca party that is founded solely according to ethnic criteria and only focuses on ethnic issues only has a marginal function.\u201d Over time, he said, \u201cDAVA will fail.\u201d<\/p>\n

Sofuoglu may be correct. In fact, other Erdogan-linked parties in Europe have \u2014 so far \u2014 achieved only marginal electoral successes in countries with sizeable Turkish diasporas. In Bulgaria, for instance, the Movement for Rights and Freedoms<\/a> (DPS), which represents the country\u2019s ethnic Turk and Muslim populations, is arguably the most successful such party in Europe. It has three seats in the European Parliament and 36 out of 240 seats in the National Assembly. In France, the Erdogan-friendly Equality Justice Party<\/a>\u00a0(Parti Egalit\u00e9 Justice, PEJ<\/em>) dissolved after it\u00a0won<\/a>\u00a0less than 10,000 votes in legislative elections in 2017.<\/p>\n

In the Netherlands, the\u00a0DENK<\/a>\u00a0party (Politieke Beweging Denk<\/em>), which is\u00a0close<\/a> to Erdogan and the AKP party, has only three<\/a> out of the 150 seats in the lower house of the Dutch Parliament, and none in the European Parliament. In Sweden, the Erdogan-aligned Islamist Nuance Party<\/a>\u00a0(Swedish:\u00a0Partiet Nyans<\/em>)\u00a0won<\/a>\u00a0seats in two municipalities with large Muslim immigrant communities, but\u00a0failed<\/a>\u00a0to obtain any seats in Sweden\u2019s Parliament.<\/p>\n

Nevertheless, Bavaria\u2019s interior minister, Joachim Herrmann, warns that DAVA is far from harmless. \u201cErdogan\u2019s AKP party friends,\u201d he said<\/a>, are using DAVA \u201cto try to exert direct influence on the European Parliament.\u201d He added that efforts \u201cto directly assert Turkish interests there by running for the European Parliament is a completely new step\u201d that \u201cis also an alarm signal for developments in Germany.\u201d<\/p>\n

Germany\u2019s Agriculture Minister, Cem \u00d6zdemir of the Greens party,\u00a0concluded<\/a>: \u201cAn Erdogan offshoot running for elections here is the last thing we need.\u201d<\/p>\n
