Report: Muslim Brotherhood is “Islamizing Europe”<\/h3>\n

On February 26, Israel\u2019s Ministry for Diaspora Affairs and Combating Antisemitism released a new report showing that the Muslim Brotherhood is operating across Europe to \u201cIslamize\u201d the continent, fuel antisemitism, and delegitimize Israel.<\/p>\n

The 73-page report\u2014\u201cThe Muslim Brotherhood Across Europe<\/a>\u201d\u2014documents a broad network of organizations linked to the Muslim Brotherhood in Austria, Belgium, Denmark, France, Germany, Italy, Ireland, Norway, Spain, Switzerland, the Netherlands, and the United Kingdom, among others.<\/p>\n

The report states: \u201cIn Europe, the Muslim Brotherhood operates through \u201csoft\u201d methods that emphasize a fa\u00e7ade of moderation and pragmatism in order to advance its objectives. Despite this outward \u201cmoderate\u201d posture, the organization consistently rejects the principles of liberal democracy and Western values, which do not align with its radical ideological aims, including efforts, overt and covert, to \u201cIslamize\u201d the continent as a whole. This fa\u00e7ade means that the public appearance is \u201cmoderate,\u201d while the long-term objectives aim to alter norms and legal frameworks.\u201d<\/p>\n

The report says the Brotherhood seeks to promote a separate \u201cIslamic citizenship\u201d model, weaken shared civic identity, increase communal isolation, and heighten social friction across European societies. It aims to \u201cshape the narratives, identity, and political orientation among communities and younger generations\u201d by infiltrating \u201cadvisory bodies, religious councils, educational frameworks, and youth organizations.\u201d<\/p>\n

The Muslim Brotherhood also maintains close ties with terrorist groups such as Hamas and Palestinian Islamic Jihad, \u201cwhich explicitly deny the State of Israel\u2019s right to exist and seek to target Jews worldwide.\u201d<\/p>\n

The report warns that European states maintain an \u201cambivalent position\u201d towards the Brotherhood. Although European intelligence agencies recognize the movement as \u201cinherently anti-democratic\u201d and \u201cseeking to fundamentally reshape society and governance,\u201d European governments and pan-European institutions \u201ccontinue official dialogue and cooperation\u201d with the organization.<\/p>\n

Israeli Minister for Diaspora Affairs and Combating Antisemitism, Amichai Chikli, concluded: \u201cThose who close their eyes today will pay tomorrow, with the security of their citizens and with Jewish lives. The Muslim Brotherhood is not a civil society movement; it is a conduit for extremism and terror in the heart of Europe. Behind a fa\u00e7ade of \u2018moderation\u2019 lies a network tied to Hamas and foreign funding that destabilizes democracies from within. Europe must wake up.\u201d<\/p>\n

The Israeli report is the latest in a series of studies on the activities and structures of the Muslim Brotherhood in Europe.<\/p>\n

In December 2025, the European Conservatives and Reformists Group in the European Parliament published a 53-page document, \u201cUnmasking the Muslim Brotherhood: Brotherism, Islamophobia, and the EU<\/a>,\u201d which warned that the Brotherhood is a \u201cwolf-in-sheep\u2019s-clothing disguise, shunning violence for a slick, pragmatic fa\u00e7ade. They pose as reformists, eager to work within existing systems and engage with governments and society. But we must not be fooled\u2014this tactical pivot is not a change of heart. Their ultimate aim remains to dismantle Europe\u2019s secular democratic institutions and erect a theocratic regime rooted in the Quran.\u201d<\/p>\n

In May 2025, the French Interior Ministry released a declassified version of a government intelligence report, \u201cThe Muslim Brotherhood and Political Islam in France<\/a>,\u201d which concluded that the Muslim Brotherhood\u2019s \u201cultimate goal is to bring the whole of French society into Sharia law.\u201d<\/p>\n

These reports and many others clearly document the Muslim Brotherhood\u2019s objectives to spread its ideology across the continent. In Europe, however, so far only Austria has banned the Muslim Brotherhood. It did so in July 2021 by means of an\u00a0anti-terrorism law<\/a>\u00a0that prohibits the possession or dissemination of Muslim Brotherhood propaganda. Until other European governments build the courage to ban the group, radical Islam will continue to entrench itself and \u00a0seek to undermine Western civilization.<\/p>\n
