\"\"<\/a>Three suspected al Qaeda terrorists who were arrested in Spain in early August were allegedly plotting an airborne attack<\/a> on a shopping mall near Gibraltar, the British overseas territory on the southernmost tip of Spain. <\/p>\n

Spain: Al Qaeda Alive and Well<\/strong><\/p>\n

Spanish counter-terrorism officials say an attack near Gibraltar, home to 30,000 British citizens, was likely intended to coincide with the London Olympic Games, and would have been a more feasible alternative<\/a> to attempting an act of terrorism in the heart of London.<\/p>\n

In addition to Gibraltar, the suspects were most likely also plotting to attack the joint US-Spanish naval base at Rota, which is strategically located near the Straits of Gibraltar.<\/p>\n

The foiled plot shows (among other lessons) that al Qaeda and its affiliated organizations continue to pose a threat to Europe and the United States, contradicting the claims of some<\/a> within the Obama administration that al Qaeda and its offshoots are dead.<\/p>\n

Spanish Interior Minister Jorge Fern\u00e1ndez D\u00edaz has called the case \u201cone of the biggest investigations carried out until now against the al Qaeda terrorist group at an international level.\u201d At a news conference in Madrid<\/a>, he said the three men \u201chave experience in the development of chemical explosives, manufacture of car bombs, handling of poisons, and sniper training\u201d and together they constitute one of the most skilled and experienced terrorist cells seen in recent years.<\/p>\n

The suspects involve two Chechen-Russians named Eldar Magomedov (also known as Ahmad Avar) and Mohammed Ankari Adamov, both of whom were arrested on August 1 on a bus near Almuradiel, a town situated halfway between Spain\u2019s southern coast and Madrid.<\/p>\n

The third suspect, a Turkish national named Cengiz Yalcin, was arrested on August 2 in the province of C\u00e1diz near Gibraltar.<\/p>\n

Police say the two Chechens \u201cresisted fiercely\u201d and hid their true identity<\/a> after they were arrested (they claimed they were in Spain to apply for political asylum<\/a>), but Spanish authorities established their real names after obtaining help from American and Russian intelligence agencies.<\/p>\n

Magomedov, the suspected leader of the cell, is a former member of Spetsnaz (Russian Special Forces), has training as a sniper and is an expert in poisons. After leaving Spetsnaz, Magomedov joined training camps in Afghanistan and Pakistan, including camps run by Pakistani militant group (and al Qaeda ally) Lashkar-e-Taiba<\/a>, according to the Spanish Interior Ministry. Police say Magomedov had been living in Spain for two months before his arrest.<\/p>\n

Adamov, the other Chechen, has received \u201cintensive training in the camps of Afghanistan where he became an expert in managing explosives,\u201d according to Spanish officials. He is also believed to have been involved in the January 2011 bomb attack at Moscow\u2019s Domodedovo airport<\/a> that killed at least 35 people and injured more than 100, many of them critically.<\/p>\n

Yalcin the Turk (police believe he was in charge of managing logistics for the cell) had been living legally for the past six years<\/a> in La L\u00ednea de la Concepci\u00f3n, a Spanish town that borders Gibraltar, where he worked as a site manager for Profield Contractors, a local construction company. A police raid of Yalcin\u2019s apartment yielded enough explosives \u201cto blow up a bus<\/a>,\u201d three motorized paragliders, as well as a video in which Yalcin is filmed flying a large remote-controlled model airplane.<\/p>\n

Spanish investigators suspect the cell was testing a remote-controlled airplane as a potential bomber. The video footage showed the aircraft<\/a>, which was about three meters (nine feet) long, being maneuvered into a descent, during which two packages were dropped from both wings of the airplane.<\/p>\n

At a court hearing in Madrid on August 3, Yalcin told the investigating magistrate, Pablo Ruz, that he was an enthusiast of motorized paragliding and wanted to teach the two Chechens, Magomedov and Adamov, how to fly such aircraft.<\/p>\n

Spanish investigators later affirmed that Yalcin paid for both Chechens to receive motorized paragliding lessons near La L\u00ednea (southern Spain is renowned for the sport), and may have had some instruction before arriving in Spain as police found a paragliding handbook in Russian among their possessions.<\/p>\n

A Spanish paragliding instructor who had dealings with the three men said Yalcin had repeatedly asked his instructor about taking aerial pictures of the \u201cPuerta Europa<\/a>\u201d shopping mall in Algeciras, the largest city on the Bay of Gibraltar and situated virtually opposite Gibraltar (map here<\/a>). This eventually led Spanish authorities to deduce that the cell was seeking to attack the shopping center in the event they would be unable to attack on Gibraltar directly.<\/p>\n

The three suspects have been jailed without bail<\/a> until a date is set for court proceedings (see here for nine-page court order<\/a> in Spanish).<\/p>\n

Al Qaeda\u2019s largest terror attack in Europe took place in Madrid on March 11, 2004, when it exploded bombs on four commuter trains killing 191 people and wounding more than 1,800. Since then, Spanish police have arrested dozens of al Qaeda members and other Jihadists<\/a> in towns and cities across Spain.<\/p>\n

Most recently, in March 2012 Spanish authorities arrested Mudhar Hussein Almaki, a Jordanian-born, Saudi member of al Qaeda<\/a>, in Valencia. Known as \u201cThe Librarian,\u201d he was one of al Qaeda\u2019s chief propagandists, working full-time to promote jihad on Internet forums online. In 2011, Almaki called for the murder of former Spanish Prime Minister Jos\u00e9 Mar\u00eda Aznar and former NATO Secretary General Javier Solana for \u201ccrimes perpetrated against Muslims<\/a>.\u201d<\/p>\n

In recent weeks, the Obama Administration has claimed that al Qaeda \u201cis on a path of decline that will be difficult to reverse<\/a>\u201d and the US State Department has even declared that the \u201cwar on terror is over<\/a>.\u201d Advisors to President Obama have also boasted of \u201cthe end of al Qaeda in any meaningful sense of the word<\/a>.\u201d<\/p>\n

But the arrests in Spain indicate that al Qaeda continues to pose a serious threat and that Obama\u2019s triumphalism may be premature. Jorge Fern\u00e1ndez D\u00edaz, the Spanish interior minister, put it this way: \u201cThe terrorist organization al Qaeda represents a major threat globally and in particular to the entire Western world<\/a>.\u201d<\/p>\n
